KNOWLEDGE, SKILLS & EXPERIENCE

  • Science degree level qualification or similar qualification with experience in the industry
  • Previous experience in the water/environmental/regulatory industry
  • Expert knowledge of trade effluent and wastewater treatment processes
  • Understanding of environmental regulations, legislation and market regulations
  • Negotiation skills and ability to maintain professional relationships
  • Knowledge of IT Systems
  • Full Driving Licence and ability to travel as required

GOOD TO KNOW

  • The successful candidate will ideally be based in the West Operational area for the Trade team which is west of Bridgend and as far North as Aberystwyth. Base location can be flexible within this area.
  • A full UK drivers licence is required for the role.

Responsibilities

As a Trade Effluent Officer, your responsibilities will include:

  • Leading the trade effluent team and implement DCWW’s trade effluent policy across the region of South Wales.
  • Ensuring support towards meeting business targets by maximising billing, improve efficiency and implement cost reduction strategies
  • Lead and support investigations for determining the source of illegal or above permit level discharges
  • Providing support and mentor a team of highly ambitious and motivated individuals
  • Preparing high level technical assessments for supporting the refusal/acceptance of trade effluent permits and to enable legal prosecution where needed
  • Lead the Trade Effluent Team in the geographical area and be responsible for inspiring and motivating the team.
  • Ensure that the correct Trade Effluent Charges are levied against a group of traders with combined bills in excess of £18m
  • Implement the Trade Effluent Policy in the geographical area, ensuring that trade effluent discharges into sewers are controlled in order to protect personnel employed therein the fabric of the sewers, the sewage treatment process, sludge recycling as specified in the Water Industry Act 1991
  • Develop and manage the process for issuing, reviewing and undertaking enforcement under the terms of the trade effluent consent to ensure the effective control of trade effluent discharges to sewer
  • Issue traders with a Consent (or Agreement) which specifies the criteria that must be met by their discharge. Liaising with the trader to reduce the concentration of certain substances
  • Assess applications to vary consents and issue consent variations if approved
  • Develop action plans with failing traders which document how the trader will progress to meeting its consent in a defined time
  • Investigate and determine the source of illegal discharges to the sewerage system
  • Liaise with our legal department to provide information regarding Trade Effluent issues to enable them to defend or take any legal action. Appear in court representing DCWW as required
  • Optimise trade effluent income by ensuring accurate measurement of flows and loads discharged
  • Negotiate with traders over sample result queries ensuring trade effluent billing is correctly applied and understanding of the effects such samples have on the trader’s bill
  • Investigate planning applications made on behalf of customers where there may be trade effluent discharges
  • Implement and maintain a sampling programme in order to monitor and determine whether traders are complying with their Trade Effluent Consent conditions.
