JOB SUMMARY

Reporting to the Manager, Traffic Engineering, and as an integral member of the Traffic Engineering unit, the Traffic Engineer will be responsible for the project management and contract administration of traffic engineering projects identified in the budget. The position will:

• Prepare tender contracts, request for proposals and quotations (RFP, RFQ), terms of reference, specifications, technical reports, and engineering design drawings associated with such projects.
• Coordinate and oversee comprehensive traffic operations and road safety initiatives and programs within the City’s transportation network.
• Assist the Manager with identifying, evaluating and implementing new traffic safety initiatives, strategies and programs to improve safety for all road users, including drivers, pedestrians and cyclists; and
• Collaborate with Transportation Planning and Infrastructure & Capital Projects groups on the development of new transportation projects and program scheduling.

Execution of the duties and responsibilities will require adherence to department and corporate objectives and Council strategic priorities.

REQUIRED SKILLS & COMPETENCIES

• Possess a university degree in Civil / Transportation Engineering or related discipline.
• Possess a Professional Engineer (P.Eng) designation in Civil / Transportation Engineering.
• Minimum 5 years of directly-related experience in a municipal or consulting engineering environment.
• This position would be responsible for directing and supervising consultants and/or contractors, including multiple meetings and site inspections. As such, a valid Class “G” Ontario Driver’s Licence and reliable personal vehicle to use for work-related purposes is required.
• Demonstrated project management experience, specifically in project coordination, contract/consultant performance and monitoring of project expenditures to ensure budget adherence.
• Understanding of Vision Zero and/or “Safe System” road design principles
• Thorough practical knowledge of transportation engineering technologies, including various traffic calming techniques, intelligent traffic systems, intersection geometric design and active transportation facilities.
• Understanding of transportation planning and transportation demand analysis principles and methods.
• Thorough knowledge of the Highway Traffic Act, the Accessibility for Ontarians with Disabilities Act (AODA), the Ontario Traffic Manual, the Highway Capacity Manual, and other applicable regulations and guidelines.
• Experience and knowledge of traffic signal timing applications and capacity analysis software such as Synchro and HCS.
• Effective communication and dispute resolution skills to respond diplomatically to inquiries and complaints and also to provide explanations to various audiences.
• Ability to provide verbal and written explanations and correspondence on complex technical matters, and prepare reports to senior management, Council and Committees.

KEY DUTIES AND RESPONSIBILITIES

• Project management of traffic engineering projects including preparation of proposals, contracts, technical studies/reports and designs. This includes, but is not limited to, the provision of comprehensive technical studies and transportation infrastructure improvement recommendations, with a focus on safety for all road users including drivers, pedestrians and cyclists.
• Co-ordinate resources and oversee technical traffic operations and safety assessments undertaken through internal or external resources.
• Manage and direct consultants and contractors through all stages of their contracts, including quality control, cost control, scheduling, design changes and approvals in coordination with external and internal authorities, codes standards, specifications, corporate policies and procedures, and applicable contract legislations.
• Negotiate, recommend and approve additional works and revisions, as required.
• Review progress payments & invoices from projects to ensure accuracy and submit to Accounts Payable in a timely manner.
• Issue certificates of payment, including progress payments, holdback release, partial release of holdback and final payments, based on assessment and evaluation of the contract work in accordance with contractual and statutory obligations.
• Track all project costs to ensure compliance with approved project budget amounts.
• Review and comment on engineering designs, including tender specifications circulated by Infrastructure & Capital Projects team for their associated projects.
• Assist the Manager in:
• Developing a strategic business plan for the business unit to proactively address traffic engineering needs in Markham;
• Reviewing and exploring new traffic safety initiatives and opportunities, including those that are being considered or implemented by other municipalities, regional, provincial and federal government agencies;
• Project scoping, scheduling and annual budget preparation; and
• Preparing Committee and Council reports & presentations, including attendance, as required.
• Conduct intersection and corridor studies to improve traffic flow and public safety.
• Review and comment on technical reports, specifically pertaining to road safety assessments.
• Collaborate with the Transportation Planning and Infrastructure & Capital Projects groups to identify opportunities to improve existing transportation infrastructure that will improve safety for all road users, including pedestrians and cyclists.
• Participate in cross-functional, multi-disciplinary teams to produce innovative process designs using continuous improvement methodologies.
• Correspond with other City Departments, consultants, residents, special interest groups and regulatory agencies.
• Assume other duties, as assigned.
