POSITION OVERVIEW

This position is responsible for directing the retrieval, compilation, and analysis of crash data contained in the Bureau of Data Collection’s computerized statewide traffic record system. The incumbent is also responsible for assisting in the design and operation of the department’s Crash Information System (CIS) and its various
components and sub-systems. Additionally, this position administers liaison and training activities with state and local agencies regarding appropriate motor vehicle crash data collection, reporting, and data utilization.

MINIMUM QUALIFICATIONS

  • Completion of a bachelor’s degree majoring in statistics, public administration, research, or communications PLUS three years of experience working with statistics, research, or gathering, reviewing, analyzing, or identifying problem areas of data, or a combination thereof OR eleven years of experience working with statistics, research, or gathering, reviewing, analyzing, or identifying problem areas of data, or a combination thereof.

PREFERRED QUALIFICATIONS

  • Supervisory experience.
  • Working knowledge of motor vehicle crash-related data, traffic record databases, and the Illinois Traffic Crash Report.
  • Ability to coordinate motor vehicle crash data computer systems.
  • Familiarity with law enforcement agencies.
  • Ability to diagnose problems and recommend appropriate corrective action.
  • Strong oral and written communication skills.

NOTICE: Please note that this position is one of many IDOT positions that has been identified as one that is properly a Personnel Code-covered role. This change does not affect the union status, listed duties, job responsibilities, or working title of Traffic Statistics Unit Manager, but does provide the position with additional job protections not previously available. This position will change from the Technical Manager V classification to Transportation Executive II in the near future as part of the completion of this ongoing administrative alignment project.

Responsibilities
  • Directs, administers, and establishes priorities for the design of the Crash Information System (CIS) as well as the timely and accurate retrieval and interpretation of all statewide motor vehicle crash data.
  • Prepares periodic motor vehicle crash summaries and reports for use by private and governmental users, for news releases, and official departmental publications.
  • Develops methods for improving and updating the department’s traffic record systems retrieval process and analytical procedures.
  • Maintains liaison with other state and local motor vehicle crash-related data sources and users to ensure compatibility of methods and procedures to achieve integrated data systems.
  • Directs liaison and training activities with state and local agencies to ensure consistent and accurate crash reporting and data utilization.
  • Determines revisions to the SR 1050 Illinois Crash Report form and electronic data collection systems to provide the most accurate and useful crash information.
  • Trains, motivates, and evaluates subordinate personnel to ensure the efficient and effective accomplishment of the Traffic Statistics Unit’s responsibilities.
  • Ensures that the Traffic Statistics Unit operations are conducted in a manner which provides maximum safety protection to employees and the public.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
