JOB SUMMARY

* Telework Within Minnesota and flexible hours options are available. Employees that live 50 miles or less from their primary/principal work location and live within the State may telework more than 50% with approval. * Employees may telework outside the state of Minnesota if they live in a state bordering Minnesota and live 50 miles or less from the primary/principal work location.
The purpose of this position is to support the training, content development and instructional design needs for DCYF Office of Grants & Contracts (OGC). Learning products and content designed by the incumbent will reflect a myriad of interrelated and complex policies and guidelines. This position exists in DCYF OGC. Under the administrative direction of the Unit Manager this position exists to research, design, develop, manage and provide training for grants and contracts. This position exists to train agency staff to effectively and efficiently navigate grants and contracts requirements and processes. The incumbent acts as the expert in adult learning theory, instructional design and content development utilizing this expertise in all content development and training approaches for DCYF.

Key Responsibilities Include:

  • Lead the design, development, and implementation of a training program for Office of Grants and Contacts and business operations that include elements of achieving objectives and continuous quality improvement.
  • Maintain knowledge of DCYF operations, and enterprise-wide policies, procedures and changes in federal and state law or regulation to ensure trainings are kept up to date and are relevant.
  • Represent DCYF Office of Grants and Contracts with other state agencies, divisions, and stakeholder groups.

3 years professional experience in full-cycle training content development that includes researching, designing, developing, managing and providing training relating to grants and contracts, compliance or other highly regulated business processes.

  • Experience in developing training materials, forms and instructions in plain language to assist in successfully meeting complex requirements through standard business processes.
  • Experience and expertise in using technology to enhance efficiencies and improve customer experience.
  • Excellent organizational skills and attention to details and deadlines.
  • Ability to manage own workload and prioritize multiple tasks.
  • Excellent verbal and written communication, collaboration, and stakeholder engagement skills.
  • Proficiency with MS programs such as Word, Excel, Outlook, and PowerPoint
  • Bachelor’s degree in Human Services, Finance, Accounting, Social Services, Business Administration other field that specifically relates to the position may substitute for 1 year of experience OR Master’s degree in related field may substitute for 2 years of experience

PREFERRED QUALIFICATIONS

  • Strong understanding of State contract and grant lifecycles including applicable state statutes and federal regulations.
  • Experience working in government, non-profit/human services, or other mission-driven organization
  • Experience utilizing Learning Management Systems and other technologies to develop innovative training solutions.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
