KEY ACCOUNTABILITIES

  • Design, structure and operationalize training and development functions, including processes, tools and learning infrastructure.
  • Build and lead training programs from scratch – with measurable outcomes – tailored to technical, soft, leadership and compliance-related topics.
  • Manage and implement projects financed by European funds (POCU, FSE, etc.), ensuring compliance and delivery on time and budget.
  • Coordinate ANC-accredited qualification programs, from curriculum design to delivery and evaluation.
  • Facilitate internal training sessions and workshops – or manage external vendors where applicable.
  • Align learning & development strategy with business needs and collaborate cross-functionally to identify skill gaps.
  • Monitor, report and improve learning KPIs and employee development metrics.
  • Act as a partner for business leaders and HR colleagues in promoting a culture of continuous learning and high performance.

SKILLS & EXPERIENCE

  • University degree
  • 7–10 years of experience in HR, training, or L&D, with exposure to multiple industries.
  • Proven experience in designing or reorganizing a training/L&D function from scratch.
  • Familiarity with European funding frameworks and project management requirements.
  • Experience in managing ANC qualification programs and relations with regulatory authorities.
  • Strong skills in program delivery, facilitation, and instructional design.
  • Certifications in HR, Training or Talent Development (e.g., CIPD, ANC-certified Formator, etc.) – diploma de formator is a strong advantage.
  • Excellent stakeholder management, influence and communication abilities.
  • Capacity to collaborate across diverse teams and adapt communication to different audiences.
  • Results-driven with strong organizational skills and ability to manage multiple priorities.
  • Advanced computer skills, particularly in MS Office (Excel, PowerPoint, Word) .Proficiency in English – both written and spoken.

As HR Training & Development Manager / Senior HR Projects Specialist , you will be responsible for designing, implementating and managing end-to-end development programs aligned with both operational and strategic business goals. You will play a key role in building training frameworks from the ground up, managing large-scale projects (including EU-funded ones), and delivering high-impact learning initiatives across all organizational levels.
