POSITION SUMMARY

Technical Systems Integration (TSI) seeks a Mid-Level Training Program Metrics and Analysis Analyst to support the Naval Surface and Mine Warfighting Development Center (SMWDC) at the Surface Advanced Warfighting School (SAWS) in San Diego, CA. This role manages the Warfare Tactics Instructor (WTI) database of 800+ officers, coordinates with Navy Personnel Command (PERS-41), and provides data analysis to support program effectiveness and fleet readiness.

EXPERIENCE:

  • 3+ years of basic data analysis experience
  • Qualified Surface Warfare Officer or Enlisted Surface Warfare Specialist
  • Proven ability to manage comprehensive databases with emphasis on accuracy and organization

REQUIRED TECHNICAL SKILLS:

  • Proficiency in SharePoint, Microsoft Access, Excel, Word, and PowerPoint
  • Working knowledge of database views, reporting, metrics tracking, and stored artifacts
  • Familiarity with CETARS system for officer placement and course management

COMPLIANCE REQUIREMENTS

  • Security Clearance: SECRET (current and active)
  • Citizenship: U.S. Citizenship required
  • Background Check: NCIS background check required
  • Travel Requirements: Minimal travel, typically less than 10%

PHYSICAL REQUIREMENTS

  • Ability to work in standard office environment with extended computer work
  • Ability to attend meetings and collaborate in various work settings

Responsibilities

Database Management & Personnel Coordination

  • Manage a comprehensive WTI database of 800+ officers with emphasis on accuracy and rapid data retrieval
  • Enter and manage data, including PCS transfers, PRD changes, operational requirements, and Production Tour completions
  • Develop and maintain databases supporting Continuous Professional Development (CPD) and Subject Matter Expert (SME) programs
  • Coordinate with PERS-41 on personnel matters and manage CETARS system for WTI course placement
  • Review student orders, identify necessary changes, and process Additional Qualification Designator (AQD) adjustments

Program Analysis & Documentation

  • Conduct data analysis to develop WTI recruiting initiatives and improve program management
  • Develop and update documents supporting academic courses of instruction throughout SMWDC
  • Coordinate with SMWDC stakeholders to improve recruiting, selection, training, and monitoring processes
  • Evaluate user experience and interface functionality to maintain database performance

Leadership Support & Presentations

  • Participate in meetings with Navy managers, including flag officers and Commanding Officers
  • Provide database capability demonstrations to leadership during designated hours
  • Prepare meeting notes, recommendations, and feedback following leadership engagements
