Position Information
Do you understand the big picture? Are you excited to plan the future of Texas aviation projects? If this is you, we may have the perfect opening in our Aviation Division.
This position serves as the senior scoping engineer for aviation projects throughout the state. Work with project planning and development teams to build and execute the Aviation Capital Improvement Plan. This position may also serve as the project manager for special Aviation Division projects requiring an experienced engineer with a strong history of managing aviation specific projects.

Position Description
Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and/or research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree in engineering or related science bachelor’s or higher degree accepted by TX PELS.
Experience: 8 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:

  • Subject to inside and outside environmental conditions; without effective weather protection; below 32 degrees or above 100 for more than one hour
  • Subject to noise and vibration
  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
  • Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc
  • Balancing-walking, standing, crouching on various surfaces without falling
  • Stooping-bending body downward and forward by bending spine at waist
  • Standing-prolonged periods of time
  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another

  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Close Visual Acuity-work includes visual inspection of small defects/parts
Responsibilities
  • Assesses and reports actual project progress versus planned progress to determine trends and variances for highly complex projects.
  • Chairs or serves as a member of a contract selection team.
  • Coordinates and/or monitors assigned projects/programs/plans.
  • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • Formulates, develops and/or monitors budgets and financial information.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant’s compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant’s performance.
  • Oversees engineering aspects of assigned airport projects.
  • Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions.
  • Verifies project eligibility and assists with ranking projects and funding.
  • Performs other duties as assigned.
