POSITION TITLE: TreasurerCLASSIFICATION: part-time; Twelve-month; at a salary established by the District School Committee; exempt; professionalREPORTS TO: School CommitteeWORK SCHEDULE: Monday-Friday, on a schedule to be determined by the Superintendent, plus attendance at evening meetings and additional work during other hours, as necessaryGeneral SummaryThe District Treasurer is responsible for the financial health of the Nashoba Valley Technical School District. Hired by and reporting directly to the School Committee, the treasurer serves as the custodian of all district funds. The primary goal of this position is to relieve the School Committee of day-to-day financial concerns, allowing them to concentrate on educational policy. The treasurer ensures that there are always sufficient funds to meet all current obligations, managing payroll, accounts payable, bond payments, and other remittances in a timely manner.Essential Job Functions: The essential functions or duties listed below are intended only as illustration of the various types of work that may be performed.

Financial Management and OversightManages all district funds: Receives, deposits, and accounts for all money, including general funds, school activity funds, revolving funds, special revenue funds, Other Post Employment Benefits (OPEB) Trust, Capital Stabilization and capital project cash.Invests and maximizes returns: Strategically invests surplus funds to generate optimal interest revenue while ensuring adequate cash is available for current obligations.Monitors financial health: Conducts regular reviews of cash flow, reconciles all bank and investment accounts, and identifies and resolves any discrepancies.Authorizes and monitors transactions: Ensures all payments and payroll are accurate and conform to school policy, as well as state and federal laws. Authorizes payment of District money on signed warrants.Manages debt and borrowing: Oversees all short-term and long-term borrowing, including negotiating and preparing documents for bonds and notes. Manages the debt schedule and assists with capital project planning.Maintains banking relationships: Establishes and maintains relationships with financial institutions, periodically reviewing services and negotiating for competitive fees.Advises on financial matters: Serves as a financial advisor to the Superintendent and School Committee, providing recommendations on budget assessments, financial projections, and risk management plans.
Reporting and ComplianceProvides regular financial reports: Delivers monthly reports on the district’s fiscal status, including receipts, disbursements, and cash positions, to the School Committee.Ensures legal compliance: Confirms that all financial transactions are conducted in accordance with Massachusetts law and procedures set by the Massachusetts Board of Elementary and Secondary Education.Prepares annual reports: Renders a full annual financial report at the end of each fiscal year and assists independent auditors as needed.Certifies assessments and budgets: Certifies all assessments and the district’s annual budget.Submits required reports: Prepares and submits quarterly and annual reports to the Commonwealth of Massachusetts Bureau of Accounts and other independent auditors.Maintains confidentiality: Protects the confidentiality of all district financial data.Collaboration and CommunicationAttends and coordinates meetings: Attends all School Committee meetings and serves on subcommittees (e.g., Capital Planning, Budget, OPEB) as needed. Plans OPEB meetings at least three times per year and coordinates the agenda development and financial presenters.Communicates with leadership: Works closely with the Superintendent, Business Manager, Director of Human Resources, and School Committee to ensure the best financial procedures are in place.Maintains transparency: Promptly reports any unusual financial events, such as overdrafts, to the School Committee Chair to ensure they are fully informed.Fosters professional development: Stays informed on banking practices, interest rates, and economic conditions through ongoing professional development.Administrative and Other DutiesMaintains financial records: Serves as the custodian of all district money and financial documents and ensures all records are maintained as required by law.Provides a bond: Provides a performance bond, in an amount not less than the minimum amount established by the Commissioner of Revenue, with the premium paid by the School Committee, before beginning the role.Weekly Visits and Check-Ins: Checks in regularly with the Superintendent and Business Office regarding completion of assigned tasks.Performs additional duties: Completes other assignments as deemed necessary by the School Committee.ANCILLARY FUNCTIONS: Assistance with special projects as they relate to planning and funding capital projects.Chairing, or serving as a member of, committees, and attending evening meetings including school committee meetings, budget subcommittee meetings, and OPEB meetings as assigned.Perform other required administrative duties as part of the leadership team.KNOWLEDGE, SKILLS, AND ABILITIESThorough knowledge of federal, state laws, regulations, and procedures in relation to regional school district financial management.Ability to establish and maintain effective, courteous working relationships with diverse stakeholders (administrators, staff, students, parents, outside agencies, and the public).Ability to understand and execute oral and written instructions with minimal supervision.Excellent organizational, management, oral and written communication, and interpersonal skills; ability to work independently and collaboratively.Proficient technology skills, including Google Suite, Microsoft Office Suite, Budget Sense/Infinite Visions, and internet navigation.EDUCATION, EXPERIENCE, SPECIAL REQUIREMENTS AND CERTIFICATIONS/LICENSESBachelors Degree with a major in Business, Accounting, or Financial Management. Ten years experience in financial management or accounting. Experience in regional schools and experience in a vocational-technical school district preferred.
Massachusetts Certified Treasurer desirable.
