Description

Reports directly to the Washtenaw County Treasurer. A management career with opportunity to conduct banking and investment transactions; use financial expertise to resolve problems; extract and analyze information contained in treasury and financial systems; provide technical support to Treasurer for special projects. MINIMALLY QUALIFIED

For hiring, promotion, bumping, or otherwise filling a position, Minimal Qualifications include passing Treasury assessment test(s) designed for the job duties to the satisfaction of the Treasurer.

EDUCATION

Possession of a bachelor’s degree in accounting, business, or a field directly related to the work responsibilities.

EXPERIENCE

Five (5) years of experience in performing professional banking, accounting, financial, treasury, or related responsibilities and duties. Two (2) of the five (5) years mentioned above in a management or supervisory position leading a small division or team required. Experience in a public agency desirable.

Responsibilities

ESSENTIAL DUTIES:

· Oversees and manages authorized banking transactions and authorized investment transactions.
· Leads authorized financial transactions for the County’s payroll, accounts payable, retirement plans, debt obligations, Road Commission, Natural Area Preservation program, and other County departments, programs, and component units.
· Analyzes County cashflow trends and makes related investment laddering recommendations to the Treasurer.
· Manages banking relationships to ensure an optimal balance of service, cost, and risk management.
· Evaluates new service options, issues, and analyzes RFPs, makes recommendations for new products and services, and monitors performance.
· Coordinates the creation of banking portal user IDs and access levels, subject to County Treasurer’s approval.
· Reviews investment vehicles for the County Treasurer’s selection and maintains all records for investment portfolio.
· Uses ERP financial system to record, monitor, analyze, research, and reconcile accounting transactions. Conducts regular testing before software upgrades and updates training and instruction materials as needed.
· Manages investment software to record, monitor, and report investment transactions. Performs necessary interface functions between financial and investment systems.
· Manages debt software to record, monitor, and report debt obligations, payments, refunding’s, and issuances. Performs necessary interface functions between financial and investment systems.
· Trains, assigns, directs, reviews, and evaluates the work of Payment Specialist staff. Conducts performance reviews and follows disciplinary procedures as needed.
· Leads recruitment and hiring of Payment Specialist staff and temporary or contractual front- office employees. Participates in recruitment, selection, and hiring of other positions in the Office.
· Monitors compliance with federal regulations, banking contracts, electronic banking rules, and credit card agreements.
· Utilizes analytical techniques and information-gathering process to compile and analyze data to report on prior activity and to perform forecasts, including for cash flow purposes.
· Supports other accounting functions including preparation of journal entries, cash receipting, payroll time recordkeeping, account reconciliations, and disbursements.
· Conducts annual process to issue Delinquent Tax Notes, including sizing, review of proposals, review of legal documents, and assurance that note proceeds are received and transmitted to the correct County bank account. Assists in the issuance of other County debt obligations as needed.
· Prepares reports and schedules for the annual audit and Annual Comprehensive Financial Report (ACFR). Compiles information to answer auditor requests.
· Evaluates existing and potential technological tools and makes proposals to improve service delivery or efficiency.
· Leads project teams to implement software, technology, and other service delivery projects.
· Coordinates with Risk Management and Information Technology cybersecurity staff to ensure County compliance with PCI data security standards and other safeguards for credit card, personally identifiable information, and banking requirements. Ensures annual reporting by receipting departments and completion of annual attestation reports.
· Provides cross coverage for all the duties and responsibilities of the Treasury Services Manager, including receipting, front-office staff supervision, transaction troubleshooting, and customer support.
· Confers with and represents the Treasurer in meetings with County staff from other departments, representatives of other governmental agencies and businesses, professional and community groups, vendors, and the public.
· Remains current on laws and regulations concerning electronic banking and credit card transactions by following industry news, attending professional development sessions, and conferring with banking professionals and colleagues.
· Provides liaison and administrative support to a variety of committees and commissions.
· Leads projects to implement banking services, accounting tools, software implementation, and other procedural changes.
· Designs and presents payment handling training to departmental staff and others in the organization. Prepares related documentation and instructions.
· Designs and prepares a variety of technical, statistical, and narrative reports, correspondence, and other written materials.
· Co-leads a receipting user group with regular communication, meetings, and training.
· Uses standard office equipment in the course of the work. May drive a County or personal vehicle in the course of the work.
· May direct the work of professional, technical, or office support staff on a project on a day-to- day basis.
· Represents the elected County Treasurer in interactions with the public, colleagues, vendors, other units of government, and County departments.
· Performs other related duties as assigned.
