Position:  Tribal Transportation Project Assistant  Division: Tribal Affairs Department: Transportation Reports To: Tribal Transportation Director Location:   Open Exempt/Non-exempt: Non-Exempt Salary: Grade 9 ($21.97 - $32.52) Classification: Full-time Summary: The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a ‘Service Delivery Area’ comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services.  Works closely with the Tribal Transportation Director, and Tribal Transportation Program to include construction, procurement and management of federal transportation projects. Transportation planning and development to include all counties of the Ponca Service Delivery Area. Must complete requirements by performing the following duties: Essential Responsibilities and Duties: 1. Conduct inventory, formulate plans, strategies and procedures related to the roads and transportation issues in the Ponca Service Delivery Area. Will update and maintain Roads Inventory Data system and manage the data collection.  2. Comply with the regulations identified in 25 CFR Part 170: Tribal Transportation Program and its applicability to the Ponca Tribe of Nebraska’s Service Delivery Area. 3. Perform all preconstruction work on transportation projects to include environmental documentation, archeological clearances, permits, right of ways, plans, specifications, and engineers estimate to ensure the Tribe has met its regulatory requirements to construct transportation projects.  4. Assists with the development of scopes of work and solicit bids for transportations projects. Coordinate Tribal Council approved construction contracts. 5. Facilitate public review of the Long-Range Transportation Improvement Plan and update and add new inventory as necessary. 6. Assist with seeking out and obtain future funding from federal, state, and private agencies, organizations or foundations, for transportation planning, roads, and public transit. 7. Develop and maintain a working relationship with appropriate entities such as municipality, state, other Tribal governments, Federal, Bureau of Indian Affairs, Federal Highway Administration, etc. 8. Attend appropriate trainings, workshops, and meetings, and represent the Tribe at meetings and functions related to the TTP Planning Programs.  9. Work with Maintenance Department to develop and maintain a maintenance program for Tribe’s national transportation facilities inventory. 10. Assist with presentations made to Tribal Members, Tribal Council, and other agencies.  11. Provide direction and support to the Transportation Department in establishing and maintaining compliance with the requirements of the FTA. DOT, internal procurement policies, and other funding sources.  12. Gain clearance in order to access the RIFDs database 13. Additional duties as assigned. Relationships and Authority: This position has no supervisory authority.   Working Environment and Physical Demands: This position is located in professional office environment, but will visit construction sites from time to time. This employee may occasionally lift and/or move up to 50lbs. While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts and outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions; high precarious places; fumes or airborne particles; extreme cold; extreme heat; risk of electric shock and vibration.   Sits, stands, bends, lifts, and moves intermittently during work hours.     Qualifications: Minimum: 1. Bachelor’s degree in Business Administration, Transportation Engineering, or related field or an equivalent combination of experience and education.  2. Two years’ work experience in a similar position.  3. Computer proficiency in Microsoft Word, Excel, PowerPoint and Access programs. 4. Excellent written and oral communication skills. 5. Valid driver’s license and be insurable. 6. Successfully pass drug and alcohol testing, motor vehicle, education, character, criminal, and Federal background checks. 7. Able and willing to travel. Preferred: 1. Master’s degree in Business Administration, Transportation Engineering, or related field or an equivalent combination of experience and education.  2. Have authorization to access RIFDs database.  3. Experience with ArcGIS systems 4. Experience with the Road Inventory Field Data System and possess knowledge of the CFR Part 170: Indian Reservation Roads Program. 5. Experience in management of Construction Projects. 6. Able to identify funding opportunities that meet the Tribe’s needs. 7. One year experience working with Native Americans or Native American organizations. 8. Knowledge and understanding of Public Law 93-638: Indian Self-Determination Act, Tribal organizations and funding opportunities.    Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe.  However, all qualified individuals are eligible.
