QUALIFICATIONS REQUIRED

· Master’s degree in Rehabilitation Counseling, Education, Human Services or a related field.
· Five years of previous work experience in program management.
· Five years of previous work experience in the field of vocational rehabilitation, preferably tribal VR, with ability to demonstrate significant knowledge of the federal regulations that guide program service delivery and of TVR operations, the differences between TVR and State TVR and the challenges that TVR programs deal with in service provision.
· Three years of previous experience working with tribal comm unities.
· Strong communication and independent working skills.
· Ability to navigate governmental grant rules and compliance.
· Sensitivity to Native American people and cultural customs.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Proficiency in the use of Spreadsheet software, especially creating and managing Excel spreadsheets; use of MS Word for word processing software, Windows applications and IBM-compatible computers, using Outlook, and searching the Internet.

Responsibilities

DUTIES & RESPONSIBILITIES

  1. Oversee the TVR Institute’s development and operations, including training curriculum development, technical assistance support and project implementation; monitor program impact and outcomes, and recommend program modifications as needed;
  2. Negotiate and maintain the subaward with the American Indian Vocational Rehabilitation Training and Technical Assistance Center (AIVRTTAC) at the Institute for Human Development at Northern Arizona University;
  3. Serve as the primary Institute point of contact with the AIVRTTAC, ensuring compliance with project goals and objectives;
  4. Develop and monitor budgets and fund expenditures; ensure that budgets and funds are properly accounted for, and that necessary reporting is completed in a timely and accurate manner;
  5. Coordinate with finance office staff to monitor Institute expenditures, student accounts, payroll and financial reports;
  6. Ensure that outreach and project-related activities are planned for, completed and properly evaluated;
  7. Monitor new faculty and class sessions as needed or when class issues arise;
  8. Facilitate meetings, make travel arrangements, and prepare meeting materials;
  9. Ensure the effective development of a TVR career ladder that starts with the TVR Award of Completion, continues to the NWIC Bachelor’s in Community Advocates Responsive Education with a TVR Concentration (CARE-TVR) or other bachelor-level programs, through to the Master’s programs such as the in Rehabilitation Counseling degree at Western Washington University;
  10. Compile evaluation and assessment feedback for the AIVRTTAC, NWIC, and RSA to determine needed Institute and curriculum modifications; oversee implementation of changes to curriculum and evaluate results;
  11. Coordinate and participate in outreach and recruiting activities; evaluate effectiveness of activities and make necessary modifications;
  12. Oversee the development of a comprehensive TVR curriculum at NWIC and ensure that necessary approval processes through the NWIC Curriculum Committee are completed; ensure that classes and training videos meet training objectives;
  13. Oversee the development of a database of student information and training needs; produce data and required reports necessary to ensure proper project administration needs are met;
  14. Plan for, coordinate and evaluate course technology logistics and needs with the NWIC Information Technology and e-Learning departments;
  15. Recruit, hire and supervise assigned faculty and staff, including Institute faculty contracts; ensure that assigned faculty and staff meet project deliverables; and serve as the primary point of contact with human resources;
  16. Coordinate with NWIC admissions and registration staff to modify Institute student processes and supports when necessary;
  17. Provide academic advising to all students in the CARE-TVR bachelor’s degree program.
  18. Compile and analyze student and program data and produce reports as needed; reviewing all student class surveys and identifying and facilitating course and program modifications and improvements as needed;
  19. Monitor student incompletes and coordinate with faculty to resolve them;
  20. Plan and facilitate all additional projects that support Institute activities and outcomes;
  21. Monitor, update and edit the Financial Management Toolkit and Institute curriculum and class documents;
  22. Coordinate travel and logistics for on-site advisory committee and faculty meetings;
  23. Present on Institute activities and outcomes to stakeholders and other interested groups;
  24. Complete the necessary paperwork and reports for CEU classes; and
  25. Other related duties as assigned.

SUPERVISORY RESPONSIBILITIES

The TVR Institute Director supervises the Assistant Institute Director, the Participant Coordinator, and Institute faculty.
