Description SUMMARY DUTIES AND RESPONSIBILITIES The Turnaround Scoping Lead is responsible for defining, developing, and controlling the scope of work for plant turnarounds, outages, or shutdowns. This role ensures all work is clearly identified, justified, prioritized, and scoped to support safe, efficient, and cost-effective execution. KEY RESPONSIBILITIES · Lead the identification and development of turnaround work scope, including maintenance, inspections, projects, and regulatory activities · Collaborate with operations, maintenance, engineering, and reliability teams to gather scope inputs · Challenge and validate scope requests to ensure alignment with business objectives · Ensure all work is properly described, estimated, and technically complete Scope Control & Governance · Establish and manage scope freeze milestones · Evaluate late scope additions and assess impact on cost, schedule, and resources · Maintain strict change management processes for scope additions or deletions · Track scope growth and provide reporting to turnaround leadership Planning & Cost Alignment · Partner with planners to ensure each work scope has detailed job plans, labor estimates, and materials identified · Ensure consistency and accuracy in cost estimates tied to scope · Support budget development and cost forecasting processes Risk & Value Optimization · Drive risk-based work selection and prioritization · Facilitate scope optimization workshops (e.g., challenge sessions) · Identify opportunities to reduce scope without compromising safety or reliability Stakeholder Coordination · Serve as the primary point of contact for all scope-related questions · Align stakeholders across departments to ensure shared understanding of scope decisions · Communicate updates on scope status, risks, and changes to leadership Data Management & Reporting · Maintain scope tracking tools and databases · Provide regular reporting on scope maturity, completeness, and changes · Ensure data integrity within CMMS or turnaround management systems Qualifications and Skills 8–15+ years of experience in plant maintenance, capital projects, or turnaround management Proven experience managing large-scale turnarounds ($5M–$50M+) Strong knowledge of industrial systems (mechanical, piping, electrical, instrumentation) Experience with: CMMS systems (SAP, Maximo) Scheduling tools (Primavera P6, MS Project) PMP certification (preferred) Education Bachelor’s degree in Engineering, Maintenance, Industrial Technology, or a related field (preferred) Experience · 7+ years of experience in maintenance, engineering, or turnaround management · Direct experience in turnaround planning, scoping, or execution (refining, petrochemical, or manufacturing environment preferred) Key Skills & Competencies · Strong understanding of maintenance and reliability practices · Turnaround lifecycle knowledge (FEL, planning, execution, closeout) · Excellent analytical and decision-making skills · Strong facilitation and stakeholder management abilities · Proficiency in CMMS systems (e.g., SAP, Maximo) · Project controls awareness (cost, schedule, risk) · Ability to challenge scope constructively and drive accountability PRE-EMPLOYMENT: Must successfully complete Atalco Gramercy’s required drug screening and physical examination. TWIC (Transportation Worker Identification Credential) required prior to offer acceptance; MSHA (Mine Safety and Health Administration) training to be completed upon hire. Ability to effectively present information and respond to questions from groups, managers, clients, customers, and the general public.
