Description

GENERAL DESCRIPTION

Provides complex (journey-level) consultative services and technical assistance for the Texas Department of Motor Vehicles (TxDMV), Vehicle Titles and Registration (VTR) Division and reports to the Strategy Development & Analytics Section Director. Work involves planning, developing, and documenting division standard operating procedures, system guides, and internal and external communication. Serves as training support for the section providing oversight and training of complex business and technology functions, ensuring and monitoring compliance with training requirements, and recommending and enacting staff development activities. Assists with identifying training needs and requirements.
Coordinates with Training Coordinator in training support and resource development including but is not limited to, staff activities performed in the Registration and Title System (RTS), webDEALER, the National Motor Vehicle Information Title System (NMVTIS), Driver License Image Retrieval System (DLIR), TxIRP, FileNet, phone systems, and various internal department databases. Performs research, problem solving, documenting, and report preparation. Works under general supervision, with moderate latitude for the use of initiative, and independent judgment.

EDUCATION AND

Bachelor’s degree from an accredited college or university
Experience and education may be substituted for one another on a year-for-year basis.
Experience
Combination of two (2) years of experience in business management, quality management, training, or related field. (Substitution available.)
Progressively responsible experience in a customer service environment providing vehicle title and registration services, business management, quality management, training, or related field. (No substitution available.)
Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.

Responsibilities
  • Supports training to internal and external users regarding business policies, regulations, laws, and systems.
  • Coordinates with other business areas, as applicable, to design, test, develop, and implement training, quality control initiatives, and program enhancements.
  • Assist with training and guiding staff in developing and integrating new or revised methods and procedures.
  • Assists with preparing training materials to support instructor-led training initiatives, e-learning environments, ad hoc training, remote user training, and webinars
  • Review, develop, and update knowledge resources and operating procedures
  • Consults with the Training Coordinator, Team Lead and Section Director and other Program Specialists regarding training resources and written reports.
  • May travel 10% for business such as conferences, meetings, or government entities may be required. Travels by car (may include flying).
  • May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
  • Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
  • Performs other duties as assigned.
