Description

Background: UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women maintains a large presence throughout Europe and Central Asia (ECA) region, covering 12 countries, with programme presence in Kosovo, Serbia, Tajikistan, Uzbekistan and North Macedonia; and country offices in Albania, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Turkey and Ukraine. UN Women Europe and Central Asia Regional Office (the “ECARO”) has positioned GRB as one of the priority areas in which the ECARO has unique technical expertise grounded in the combined technical skills that has been cultivated with respect to budgetary processes including GRB and the overarching expertise and credibility the Office has with respect to GEWE. Uzbekistan is the first country in Central Asia which signed a Memorandum of Understanding (MoU) with Un Women to fully implement |GRB. The MoU was signed on April 2023, between UN Women and Ministry of Economy and Finance of Republic of Uzbekistan to set the foundation of programme implementation. In the framework of this MoU, UN Women and the Ministry of Economy and Finance (MoEF) are implementing the project “Promoting Gender-Responsive Policies and Budgets: Towards Transparent, Inclusive and Accountable Governance in Uzbekistan,” financed by the EU Delegation. The main goal of the project is to strengthen the capacities of public officials on Gender-Responsive Budgeting (GRB) and support the Ministry of Economy in revising the legal framework to ensure gender is effectively mainstreamed through the use of GRB tools. Building upon its successful experience in mainstreaming gender perspective in the programme-based budgeting, UN Women is proposing concrete set of interventions and activities with two Ministries; MoEF (main beneficiary) and the MoA (as the pilot line ministry) that would contribute to testing new approaches with the view of scaling up in the future to more ministries and possible municipalities (for local budgets) in the country. To proceed with the implementation, UN Women looks for one international consultants focusing to implement the activities tailored for Ministry of Economy and Finance and Ministry of Agriculture. Description of Responsibilities/ Scope of Work To ensure smooth implementation of the activities which will lead a transformative change with the public budget planning of Uzbekistan, UN Women seeks to engage one international expert to conduct a detailed gender analysis of the selected budget programme of the MoA in collaboration with MoA and MoEF. Objective The overall objective is enabling the government’s public finance management processes to respond to the different needs of women and men as a result of effective application of gender responsive budgeting. Under the direct supervision of the Country Programme Manager, technical lead of Gender Responsive Budgeting (GRB) Programme Specialist of the UN Women Europe and Central Asia Regional Office and Programme Analyst on GRB, the Consultants will be expected to: Conduct a gender analysis of the selected budget programme Develop and conduct a Capacity-Building Training with the Ministry of Agriculture Develop a GRB action plan to incorporate gender analysis findings into the Ministry of Agriculture’s budget Organize and hold a workshop to validate tender analyses and GRB action plan Deliverables The contractor will report to the Country Programme Manager, the Regional Gender Responsive Budgeting Specialist in addition to Programme Analyst on GRB. The consultant will be paid upon monthly submission of the deliverables, certification of payment and a time sheet for actual number of working days applied. Total number of days for the international consultant will not exceed 15 days in total during the period of 10 December 2025 – 15 June 2026. Deliverables from the consultant will be reviewed and approved by UN Women before they are considered final. UN Women will process the payment of consultancy fee upon agreed submission of the deliverables, certification of payment and timesheet for actual number of working days applied. Deliverables and Timeline Q1 2026 (January–March) Gender Analysis Report Comprehensive gender analysis of the selected budget programme. Capacity-Building Training Package Includes: Detailed agenda PowerPoint presentations Training report Target audience: Ministry of Agriculture officials. GRB Action Plan Incorporates findings from the gender analysis into the Ministry of Agriculture’s budget planning process. Q2 2026 (April–June) 4. Validation Workshop Objective: Validate tender analyses and the GRB Action Plan with key stakeholders. Consultant’s Workplace and Official Travel Although this is a home-based consultancy there are at least two travels foreseen. Required Qualifications Education and Certification: Bachelor’s degree in Agriculture studies, Economics, Gender/Women's Studies, or an area relevant to the TOR is required. Experience: Minimum of 5 years of proven experience in developing concept papers, policy documents, methodologies, and guidelines Extensive experience in, public finance management, macroeconomics, and gender equality. Experience on agriculture studies is an advantage. At least 5 years of demonstrated expertise in Gender-Responsive Budgeting Strong regional knowledge and professional experience in the Europe and Central Asia (ECA) region Computer literacy (MS Word, MS Excel, MS Power Point) Languages: Proficient in written and spoken English. Russian Language will consider an advantage.
