Description

Background: UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work and aligning with UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025UN Women Indonesia focuses on (1) Inclusive human development through ending violence and discrimination against women and build women’s leadership to build sustainable peace (2) Advance value-added and transformative economy by supporting women’s economic empowerment (3) Gender-responsive approach to building climate resilience and disaster risk reduction (4) Using innovation and data to leverage gender responsive governance. Leveraging its experience and expertise in gender equality and the empowerment of women, UN Women has been working on Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), supporting disaster and climate-vulnerable women from the most disaster-prone parts of the world, and generating knowledge through a series of research and studies to create evidence on how gender inequality drives vulnerability and marginalization of women and girls in climate-related crisis. UN Women’s efforts to mainstream gender in CCA/DRR & humanitarian policies strategies and actions, with the belief that such gender responsive CCA/DRR & humanitarian programmes and policies will lead to resilience building and empowerment of women and girls. EmPower Project In response to the intricated problems related to climate crisis, UN Women, in partnership with the United Nations Environment Programme (UNEP), is implementing a programme that aims at promoting human rights-based and gender-responsive climate action called "EmPower: Women for Climate-Resilience Societies (EmPower Phase 2 or EmPower II). EmPower II builds on Phase I, which was implemented in Bangladesh, Cambodia, and Vietnam, and aims. The second phase is scaled up for regional implementation, including expanding the program into two new countries, the Philippines and Indonesia. Drawing upon the phase 1 results including new regional commitments and national policies, availability of financial mechanisms and tools, methodologies, evidence, and knowledge as important baselines, the EmPower phase 2 will contribute to the overall project impact, “People in Asia-Pacific are less vulnerable to the impacts of climate change and experience greater gender equality and the full enjoyment of their rights, including equal access to a clean, healthy, and sustainable environment.”  To achieve this goal, the project will mobilize resources to create changes in the following areas: * Outcome 1: Asia-Pacific actors, particularly Indonesian actors, increase action on gender-responsive climate change adaptation and mitigation. * Outcome 2: Women, in all their diversity and other marginalized groups, are represented as key environmental actors in climate and DRR decision-making; and * Outcome 3: Women and other marginalized groups in Asia-Pacific secure climate-resilient livelihoods. Local Action Plan Gender and Climate Change (RAD GPI) Indonesia has demonstrated strong commitment to advancing gender equality and climate action through national frameworks such as the Rencana Aksi Nasional Gender dan Perubahan Iklim (RAN-GPI). At the sub-national level, Aceh Province has further strengthened gender mainstreaming through regulatory frameworks, including the Rencana Aksi Daerah Pengarusutamaan Gender (RAD-PUG). However, the integration of gender perspectives into climate change policies and actions at the city level remains limited. Kota Banda Aceh, as a coastal urban area, faces increasing risks from climate change, including flooding, coastal abrasion, and extreme weather events. These risks intersect with socio-economic vulnerabilities, particularly at the household level where women play key roles in managing water, sanitation, energy, and family livelihoods. Despite this, gender considerations are not yet systematically integrated into climate change planning and implementation at the municipal level . Baseline findings on gender, climate change, and energy transition in Aceh (2025), developed by the Aceh Climate Change Initiative (ACCI), highlight that women are central actors in household-level adaptation but remain underrepresented in policy processes. In addition, existing development planning documents (e.g., RPJMD, RKPD) in Banda Aceh still reflect sectoral approaches, with limited integration between gender equality and climate action . To address this gap, UN Women Indonesia through a collaboration with Aceh Climate Change Initiative (ACCI) of Syiah Kuala University, will support the development of the Rencana Aksi Daerah Gender dan Perubahan Iklim (RAD-GPI). The process will adopt an evidence-based, participatory, and multi-stakeholder approach. Description of Responsibilities/ Scope of Work Under the overall supervision of the Programme Manager for Women’s Economic Empowerment and Sustainable Livelihoods, the Consultant will lead thoverall process of developing the Rencana Aksi Daerah Gender dan Perubahan Iklim (RAD-GPI) Kota Banda Aceh. The Consultant is expected to: * Provide overall technical leadership and analytical direction for the development of RAD-GPI, ensuring alignment with RAN-GPI and relevant policy frameworks; * Lead the development of analytical frameworks, policy mapping, and evidence-based inputs to inform gender-responsive climate policy; * Develop and refine technical content of RAD-GPI, including situation analysis, strategic priorities, and results framework; * Provide high-level technical inputs to capacity building processes, including strengthening ToT modules and analytical approaches; * Ensure integration of stakeholder inputs into policy analysis and drafting, maintaining coherence and quality of outputs; * Lead the preparation of policy-oriented outputs, including analytical papers, RAD-GPI drafts, and policy briefs; Provide technical guidance for final consolidation of RAD-GPI and knowledge products, ensuring quality, clarity, and policy relevance. Deliverables Deliverables Expected Completion Time Deliverable 1 – Substantive Framework & Technical Input to ToT Finalize gender–climate analytical framework for ToT; strengthen and refine ToT modules based on baseline findings; provide initial technical policy recommendations. 15 May 2026 Deliverable 2 – Policy Mapping & Analytical Paper Conduct policy mapping on gender and climate integration in Banda Aceh; develop analytical memo (15–20 pages) identifying policy gaps and entry points; prepare alignment matrix with RAN-GPI and local planning documents. 30 June 2026 Deliverable 3 – Draft RAD-GPI (Technical Chapters) Develop draft situation analysis; draft strategic framework and priority actions; draft indicators and logical framework; integrate stakeholder consultation inputs. 31 August 2026 Deliverable 4 – Final Technical Consolidation & Policy Brief Finalize consolidated RAD-GPI draft; develop one policy brief (8–10 pages); produce one learning note for replication; provide technical inputs for public consultation process. 30 October 2026 Consultant’s Workplace and Official Travel This is a home-based consultancy. Required Qualifications Education and Certification: * Master’s degree (or equivalent) in Gender Studies, Environmental Studies, Public Policy, Development Studies, or related fields. * A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: * At least 5 years of relevant professional experience in gender equality, climate change, or development policy are required. * Proven experience in policy analysis, research, and drafting strategic or policy documents is required; * Demonstrated experience in leading analytical work and producing high-quality written outputs is required; * Experience working with government, academia, or development partners in policy processes is required; * Familiarity with gender and climate change issues in Indonesia, particularly Aceh, is highly desirable; * Experience working with research institutes or policy think tanks is an asset.
