Description

Background: UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In the Philippines, it has played an important role in supporting critical agencies in aligning mandates and their articulated commitments to the global normative standard of human rights, gender equality and empowerment of women and including important international conventions particularly the Convention on the Elimination of Discrimination Against Women, the Beijing Platform for Action and UN Security Council Resolution 1325. With the continued work and strengthened resolve to deliver on its normative, coordination and operations mandate as articulated and further committed through its new Strategic Plan for 2026 – 2029, UN Women is furthering its work and readiness to jointly deliver on various actions through joint programming. With new opportunities presenting, UN Women will implement the joint programme Zero Hunger Accelerator: Catalysing Local Investments for Food System Transformation and Green Transition (JP ZHA), with World Food Programme and Food and Agriculture Organization. Funded by the Joint SDG Fund, to strengthen inclusive, climate-resilient food systems in the Philippines by mobilizing innovative local and blended financing. In identified target areas it intends to address long-standing barriers faced by smallholder famers, fisherfolk, cooperatives and women-led enterprises, including limited access to capital, rigid procurement systems and fragmented local planning. The joint programme blends public funds, concessional finance and private investment, anchored in institutional markets such as school meals and social protection programmes. Core mechanisms will include nano credit tailored to smallholder farmers and fisherfolks, bundled climate-responsive insurance and a first-loss guarantee designed to de-risk rural investments and attract domestic and international capital. Alongside financial solutions, the joint programme strengthens national and local systems to create the enabling environment needed for sustained transformation by supporting the local government units to align climate, disaster risk, gender and development and agricultural budgets with food systems investments, making institutional feeding programmes accessible to local food producers and co-creating investable pipelines such as food fortification facilities, community kitchens, cold storage and developing women-led agri enterprises. Through coordinated action across national, subnational and local level mechanisms and institutions, the joint programme aims to mobilize at least US$24 million, reach 6,500 smallholder households (50-60% women) and indirectly benefit 3.3 million people, ultimately creating a scalable model for gender-responsive, climate resilient and locally driven food systems transformation. Reporting to the Country Programme Coordinator (CPC), the Planning Coordination and Programme Analyst will provide support to the CPC in programme planning and support aligned implementation of new and emerging strategic joint programmes, in particular the Zero Hunger Accelerator, inter-agency coordination, resource mobilization and partnership building, as well as advocacy and communication. Scope of Work: 1. Provide support to the Country Programme Coordinator in strategic planning for the Philippines NPO • Provide substantive inputs on the formulation of concept notes for UN Women's intervention areas; as well as the office’s strategic note; • Provide inputs to the development of country programming processes and products, including the including the annual workplan, strategic note, and programme/ project documents, the preparation of United Nations Development Assistance Framework (UNDAF) and other UN system joint programming documents; • Follow up on required action/outstanding issues and report on outcome/ result. Alert the Country Programme Coordinator on critical issues to be addressed. 2. Provide technical support to the Country Programme Coordinator on inter-agency coordination • Provide technical support to joint inter-agency UN planning processes and similar exercises; • Prepare briefing materials for the Philippines NPO on issues to be discussed in the UN and other events and meetings; • Prepare background materials and analysis for the Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT; • Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Women’s programme experiences, as necessary. 3. Provide technical support to the development of strategic programming, partnerships and resource mobilization efforts • Provide support in managing activities and other promotional events to engage bilateral and multilateral institutions/ donors, private sector and civil society to expand and/or sustain interest and resources for UN Women programmes and joint UN system programmes; • Prepare background documents and analysis for the Country Programme Coordinator to forge and implement strategic partnerships to increase outreach on UN Women’s work in country; • Provide support to development partners and national counterparts on implementation of key UN frameworks and conventions on gender equality; • Provide network and capacity development to partner Civil Society Organizations and other stakeholders, as necessary. 4. Provide advocacy and communication support to the Philippines NPO • Support and guide designated staff/ team members in updating the Philippines Annual Communication Strategy, develop content and ensure proper management/ monitoring of the website and social media channels • Coordinate and implement advocacy campaigns on issues related to Gender Equality and Women’s Empowerment (GEWE), with a specific focus on International Women’s Day, the HeForShe Campaign and the 16 Days of Activism Against Gender Based Violence; • Participate in and contribute to policy dialogues around gender equality and the empowerment of women, as necessary. 5. Facilitate knowledge building and sharing • Provide support to the development and dissemination of good practices and lessons learned; ensure incorporation into programme planning; • Contribute to capacity building exercises, as necessary. 6. Manage and coordinate the overall implementation and management of assigned project/programme. • Finalize the annual workplan and budget and manage their implementation; • Manage the technical implementation of the programme/project; ensure synergies within the bigger and broader thematic work area and strategic plan. • Manage the submission of implementing partner financial and narrative reports; • Provide guidance to personnel and partners on Results Based Management tools and performance indicators; • Help organize together with other PUNOs the Project Steering Committee, project review and/or evaluation meetings, as needed. 7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation. Supervisory/Managerial Responsibilities: The incumbent will be line managing a Programme Assistant and between 3-5 expert consultants (short term and long term) to help deliver the work effectively. Recruitment Qualifications: Education and certification: • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage. Experience: • At least 2 years of progressively responsible experience working with inter-agency coordination and strategic programme planning processes is required. • Experience in the development, planning, implementation, monitoring and reporting of programmes is required. • Experience working in gender equality and women’s rights at the international level is desirable. • Experience working in developing countries within the UN system, Agencies, Funds or Programs is desirable. • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable. Language Requirements: • Fluency in English and Filipino is required. • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
