BACKGROUND UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Through a multi-year agreement between the Government of the Republic of Korea (RoK) and UN Women, the Centre’s footprint in Seoul was established in 2022. Historically, and under the UN Women Regional Office for Asia and The Pacific, the work has focused on supporting traditional and non-traditional stakeholders in the Asia and The Pacific region in realizing commitments to gender equality, women’s empowerment, and the rights of women and girls through (i) gender capacity-building training programmes, (ii) research and support for production and use of gender data, and (iii) network building, partnership cultivation to advance gender equality and women’s empowerment in the region. In 2024, UN Women and the Ministry of Gender Equality and Family (MOGEF) expanded the UN Women footprint to not only focus on the above, but within this to also significantly increase attention to the care economy and its crucial role in ensuring women’s empowerment in the face of the region’s shifting demographics; and towards a heightened investment in increased knowledge and partnerships to end techfacilitated violence against women and girls. Further, the UN Women Knowledge and Partnerships Centre in the Republic of Korea will focus on mobilizing Republic of Korea’s based public and private sector partners to advance global implementation of gender equality and women’s empowerment under the SDGs, the Beijing Platform for Action, and the UN Pact for the Future. Since its establishment, the Centre’s training team has implemented a wide range of capacity development activities at both regional and country levels, covering various thematic areas and, more recently, placing greater focus on transforming care systems. The team has also organized policy forums and developed knowledge products to generate new insights into gender equality and women’s empowerment in the region. In delivering these activities, the team works closely with thematic units of the UN Women Regional Office for Asia and the Pacific, as well as UN Women Country Offices, to ensure effective implementation and alignment with regional priorities. The Programme Analyst will report to the Gender Training Specialist and support the implementation of activities under the Training Team, in line with the Centre’s agreed workplans. The Programme Analyst will work closely with other team members of the Centre, as well as colleagues from the UN Women Regional Office for Asia and the Pacific and UN Women Country Offices, to ensure effective delivery of activities. The Centre’s working language is English and it offers an international working environment. However, Korean language skills are required for this position, given the nature of the work involved. SCOPE OF WORK Contribute technically to the development of programme strategies in the priority thematic areas of Centre Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to women’s economic empowerment, including transforming care systems 2. Provide technical support to the implementation and management of the thematic areas programme Provide inputs to the annual workplan and budget as required; Coordinate and monitor the implementation of programme activities; Support and coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; Review and coordinate the submission of implementing partner financial and narrative reports; and Train partners on Results Based Management. 3. Provide technical assistance and capacity development support to project/programme partners Provide technical support to and technically oversee the implementation of programme activities with partners; and Identify opportunities for capacity building. 4. Provide technical inputs to the monitoring and reporting of the programme/project Monitor progress on programme activity, results and indicators; Monitor the implementation of proposals by responsible partners; and Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes. 5. Provide technical inputs to the management of people and finances of thematic area programme Monitor budget implementation and programme activity expenditures and perform budget revisions when required; Provide inputs to financial reports; and Oversee the work of Programme Assistant as needed. 6. Contribute to building partnerships and resource mobilization strategies Provide inputs to resource mobilization strategies; analyze and maintain information and databases; and Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles. 7. Provide inputs to advocacy, knowledge building and communication efforts Provide technical inputs to background documents, briefs and presentations related to women’s economic empowerment, including transforming care systems; Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products; and Provide inputs to the development of knowledge management products on women’s economic empowerment, including transforming care systems. 8. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage. Experience At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required. Experience in women’s economic empowerment is desirable. Experience coordinating and liaising with government agencies and/or donors is desirable. Languages Fluency in English is required. Fluency in Korean is required. Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
