TCC is committed to eliminating barriers to whole person care, improving health outcomes, lowering health systems costs and providing cost-effective, meaningful, innovative health and wellness programs. Through various programs, TCC supports the patients we serve by employing individuals with mental health lived experience who compassionately, provide a range of culturally and linguistically appropriate prevention services to priority populations.  TCC prioritizes services to individuals who are not currently receiving mental health services and may be at-risk including members of the LGBTQ+ community. These prevention services include outreach and engagement, community capacity building and linkages to support services. The United Mental Health Promoter Services (UMHPS) Program Manager reports to the Chief Health Education & Promotion Officer and is responsible for supporting and engaging program staff in order to improve UMHP services for the LGBTQ+ clients. The UMHP Program Manager also participates in team meetings and strategic program development, provides support with writing reports and performs services as needed. PRIMARY RESPONSIBILITIES Leadership Role * Facilitates effective project coordination between internal departments. * Mentors program staff, volunteers, interns and their activities and engagement of the community. * Ensures compliance with TCC policies and procedures and regulatory agencies rules and regulations. * Promotes positive working relationships with community agencies and with other departments.  * Assists with emphasizing a trauma informed approach and an environment that builds, supports, and promotes patient and family strengths and resilience. * Assists with the development design of programs for grant proposals.   * Participates in clinic quality improvement initiatives focusing on population health and clinical outcomes and data. * Assists in preparation of departmental budget and cost controls in relation to clinical activities and supplies. * Performs personnel management functions such as recommending personnel qualification requirements, drafting procedure manuals, and initiating in-service programs. * Establishes and maintains courteous, cooperative relationships with staff, volunteers and the public, portraying the mission of TCC Family Health.  * Promotes delivery of quality patient care. * Assists in improving UDS and HEDIS outcomes. * Assists with other fundraising projects and assignments as needed. Program Development and Management Role * Supports implementation of United Mental Health Promoters Services (UMHPS) goals and objectives to meet the needs of the LGBTQ+ community that are not currently receiving mental health services. * Works closely with UMHPS program staff to develop a shared understating of their scope of work, knowledge base and areas for growth in a safe environment conducive to inward reflection. * Develops program staff capacity to provide quality service that includes improving critical thinking skills, communication strategies and management skills.  * Engages in a collaborative process with program staff to reflect on their work * Provides guided exploration program staff assumptions, emotions and power relations with patients/clients  * Provide reflective strategies to actively challenge assumptions by practicing mindfulness, engaging with diverse perspectives and making conscious decisions when interacting with others * Ensures compliance with program documentation and data requirements. * Is willing to perform grassroots activities in order to meet the goals of the larger community. * Represents TCC at designated events and meetings. SKILLS AND CORE COMPETENCIES * Communication/Customer Service * Computer Skills/Job Knowledge * Dependability/Flexibility  * Mission/Objectives * Productivity/Quality of work * Team & People Relations EDUCATION AND EXPERIENCE  REQUIRED EDUCATION & LICENSING: * Licensed in Clinical Social Work or Marriage Family Therapy (LCSW or LMFT) * Minimum of 5 years related post graduate experience * 3+ years’ experience in individual and group reflective supervision QUALIFICATIONS * Ability to work collaboratively and communicate with clinic departments. * Strong leadership and mentoring skills  * Excellent communication skills * Must be able to work independently and as a member of a team * Possess strong initiative, follow-through, and flexibility  * Must be resourceful, organized, energetic, responsible, and a good listener * Must have compassion for under-served communities * Familiarity with communities in Greater Long Beach and surrounding cities, including current challenges and opportunities * Ability to work and thrive in a fast-paced, dynamic environment; multi-task; shift priorities as needed;  * Bilingual: English/Spanish preferred PHYSICAL DEMANDS  The physical demands of this position are those necessary to successfully perform the essential functions of this job. Frequent keyboarding and sitting at a desk for office work. Occasional driving of automobile for outside appointments and meeting. Occasional climbing stairs, step stools; occasional stooping, kneeling, crouching, crawling, reaching and turning. Occasional pushing/pulling and carrying to 25 lbs.   OTHER: Duties require attention to detail, alertness, problem solving, tolerance to stress and exercising sound judgment. Duties requiring high tolerance and adequate coping skills for dealing with loss, grief, and bereavement. Sound stress reduction and management skills are essential. Also requires abstract thinking and intuitive sense. Communication Demands: Frequent conversations with clinical staff, patients, family, board members, funding agencies, community agencies and health professionals. Giving group presentations, training/giving instructions; receiving instructions and writing composing written language (English, Spanish and/or Khmer). Ability to work with diverse individuals and target groups.  
Responsibilities
The UMHP Program Manager is responsible for supporting and engaging program staff to improve services for LGBTQ+ clients. This includes project coordination, mentoring staff, and participating in program development and quality improvement initiatives.
