POSITION OVERVIEW The International Special Operations Forces (SOF) Integration and Assessment Subject Matter Expert (SME) provides expert advisory, planning, and analytical support to the J3 International (J3-I) Engagement Branch at U.S. Special Operations Command (USSOCOM). This role is central to ensuring the Division maintains fidelity, coherence, and measurable return on investment across its full portfolio of international partner engagements, personnel exchanges, and bilateral agreements. The SME leads the development and maintenance of country plans, Memoranda of Agreement and Understanding (MOA/MOU), and international agreement packages that govern Foreign Liaison Officer (FLO) and Exchange Officer (EXO) placements and Special Operations Liaison Officer (SOLO) assignments worldwide. Drawing on deep diplomatic and policy expertise, the SME ensures J3-I engagement strategies are integrated with USSOCOM Enterprise priorities, aligned to Theater Special Operations Command (TSOC) objectives, and rigorously assessed on an annual basis to inform leadership decisions and resource investment.   KEY RESPONSIBILITIES * Draft, staff, and coordinate country plans for all J3-I partner nations, outlining USSOCOM and partner nation Operations, Activities, and Investments (OA&Is); provide quarterly updates and annual assessments to evaluate Return on Investment (ROI) and alignment with Commander’s guidance. * Assist in drafting, staffing, and coordinating plans, roadmaps, MOAs, and MOUs in accordance with the USSOCOM partnership plan; support development and staffing of engagement plans and strategies that enable negotiation of agreements with new partner nations. * Process, coordinate, and track all staffing actions related to international negotiations for FLO and EXO presence; prepare engagement plans ensuring FLO/EXO talking points are incorporated into Key Leader Engagements (KLEs). * Maintain a comprehensive database of all USSOCOM international agreements affecting J3-I exchange and liaison officers and SOLO placements; prepare staff packages for Chief of Staff-level approval on all J3-I international agreements. * Conduct liaison with TSOCs and relevant HQ directorates to ensure country plans are aligned with TSOC and headquarters priorities; coordinate across J3-I branches and sections to collect and maintain accurate country plan data. * Provide SME support to the planning, coordination, and execution of international engagement events, ensuring activities are integrated with broader USSOCOM Enterprise efforts and informed by current country plan assessments. * Perform close-out and escort duties in accordance with the Division’s Security Procedures. REQUIREMENTS & QUALIFICATIONS * Master’s degree in International Relations, Economics, or a related field from an accredited university; graduate of the U.S. Department of State Foreign Service Institute or an equivalent U.S. military program of instruction in international affairs or security cooperation. * Minimum 10 years of experience as a Foreign Service Officer, Foreign Area Officer, or equivalent, with service as a member of a U.S. embassy country team, deployed development organization, or with the Department of State or U.S. Agency for International Development (USAID). * Minimum 3 years of experience in a federal agency, Geographic Combatant Command (GCC), or service headquarters focused on policy development, international agreements, and strategy; minimum 2 years of experience or academic coursework in negotiations, including demonstrated experience negotiating Memoranda of Agreement or Understanding. * Proven ability to draft, staff, and manage complex international agreements and country-level engagement plans within a joint or interagency environment; strong analytical and writing skills with the ability to produce senior leader–ready planning products and assessments. * Current DoD Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI) access required at time of hire.
