EDUCATION & QUALIFICATIONS:

Minimum Qualifications

  • Dogwood Diploma or GED;
  • Valid Class 5 BC Driver’s Licence (Driver’s Abstract required);
  • EOCP Water Distribution Level 2 Certification;
  • EOCP Water Treatment Level 1 Certification;
  • EOCP Wastewater Collection Level 2 Certification;
  • EOCP Small Wastewater Systems or EOCP Wastewater Treatment Level 1 Certification;
  • Chlorine Handling;
  • Basic knowledge of electricity and electrical motors;
  • Familiarity with Municipal policies and procedures;
  • Knowledge and ability to operate computer software including the GIS system, Microsoft Office, and SCADA from the office or remotely;
  • Ability to read, understand and interpret simple laboratory and meteorological data;
  • Comprehensive and current knowledge of WorkSafe BC;
  • 2 years supervisory experience in municipal infrastructure or a similar environment is essential;
  • Minimum of 5 years “hands on” experience with civil works; and,
  • Must be able to obtain a RCMP Criminal Record & Vulnerable Sector Check. Results of which will be reviewed by the City for employment.

Required Certifications to be obtained within 2 years or as authorized by Management

  • Supervising for Safety (WorkSafe BC Certificate);
  • Marine First Aid;
  • WHMIS Certification;
  • Class 3 with Air Brake Endorsement Drivers Licence;
  • Traffic Control Certification will be required;
  • Will be required to cross train, in order to backfill other Utilities Coordinators;
  • Confined Space Entry Certification will be required;
  • Small Vessel Operator Proficiency Certificate; and,
  • Dangerous Tree Certification.
Responsibilities

Water Distribution & Utilities

  • Oversee water distribution system operation, maintenance, and repair, ensuring compliance with operating permits and safe drinking water regulations.
  • Supervise utility repair and servicing for municipal water, sanitary sewer, and stormwater systems, coordinating both planned work and emergency response.
  • Ensure preventative maintenance programs are carried out effectively to minimize service disruptions.

Regulatory Compliance & Safety

  • Monitor and enforce compliance with Northern Health operating permits, Safe Drinking Water Act requirements, and other regulatory frameworks.
  • Promote and enforce a strong culture of workplace safety, ensuring staff follow best practices and safety protocols at all times.
  • Conduct routine inspections of infrastructure and worksites, addressing deficiencies and ensuring corrective actions are implemented.

Staff Supervision & Development

  • Provide supervision, mentoring, and technical guidance to staff, fostering skill development and career progression through EOCP certification.
  • Assign work and monitor progress to ensure efficient task execution and quality outcomes.
  • Promote teamwork and positive working relationships with staff, contractors, and stakeholders.

Emergency & On-Call Response

  • Lead and coordinate emergency repairs, including water main breaks, sewer back-ups, and stormwater system issues.
  • Maintain readiness of equipment and materials required for emergency response.

  • Ability to read and utilize blueprints, conduct simple estimating, follow relevant specification manuals (TAC, MMCD, etc.) along with completing and responding to all necessary jobsite communication and paperwork;

  • Demonstrated ability to work with minimal supervision and apply critical thinking principles;
  • Ability to work independently and to accomplish tasks and assignments;

  • Ability to deal with the public in a courteous and tactful manner, demonstrating excellent personal communication skills;
  • Ability to perform labouring in and around vehicles, equipment and pedestrian traffic;
  • Demonstrated thorough knowledge of the laws, rules and regulations, standards and specifications, municipal bylaws and policies pertaining to the water and wastewater utilities;
  • Knowledge of WorkSafe BC Rules and Regulations;
  • Knowledge of the fundamentals of project management, construction contracts, engineering computer applications and mathematics, and typical engineering standards;
  • Good knowledge of level note reduction with clarity, grade setting calculations;
  • Must be familiar with construction inspection methods and compliance practices;
  • Knowledge of the fundamentals of budgeting and standard costing procedures as related to engineering programs and operations;
  • Ability to use good judgement and sound decision making when dealing with contractors, developers, and the public;
  • Excellent knowledge of Microsoft Office and computer applications (related to our system);
  • Proficiency in conflict resolution is required; and,
  • Other duties as required.
