Description The Utilities Estimator is responsible for preparing accurate, detailed, and high-quality estimates, change orders, and proposals in a timely and efficient manner. Supports utility paving operations and contributes to successful project planning and execution. ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following. Other duties may be assigned. Understands and interprets, with accuracy, project blueprints, drawings, maps, bidding specifications, scope descriptions, contracts, and related documents. Operates a bidding system with precision and speed. Prepares estimates, proposals, accompanying cost information and schedules. Schedules, coordinates and oversees in-house pre-construction meetings for awarded projects. Cooperates fully and supplies all information possible to Operations Department for all projects. Recognizes and maintains the company's expectations, goals, and requirements regarding profitability. Attends company meetings and pre-bid meetings as required. Addresses customer or prospective customers' requests for bids, estimates and proposals in a prompt, professional and courteous manner. Responsible for managing activities associated with business development, estimating, negotiating, and contracting to sell the products and services of the company. Demonstrates the ability to work collaboratively with internal teams and external customers. Maintains knowledge of all applicable jobsite safety rules, regulations, and policies. Actively promotes a culture of safety by supporting accident prevention initiatives, encouraging safe work practices, and assisting in the enforcement of safety standards. Paving Responsibilities: Coordinate and schedule pre-construction meetings with municipalities, PennDOT, and customers. Manage project coordination and scheduling adjustments to meet project timelines. Oversee plant coordination and ensure efficient material handling and disposal processes. Coordinate plant startup and operational readiness. Verify trench measurements for accuracy and compliance with project requirements. Develop and complete restoration area takeoffs using Bluebeam. EDUCATION and/or EXPERIENCE: Requires high school diploma or equivalent. Bachelors of Science in Architecture, Engineering, or Construction Management preferred. At least 5 years in a related construction (utilities) experience preferred. Requires good working knowledge of excavating and related equipment, material capabilities and personnel applications. Requires adequate computer skills to efficiently operate with speed and accuracy computerized bidding system.
