REQUIREMENTS:

• A minimum of 3 years of relevant working experience in services and utilities planning, installation, diversion, or maintenance .
• Degree in Civil Engineering or a related field.
• Familiarity with HDB project specifications and workflows.
• Experience in dealing with utility agencies and submission systems (e.g., CORNET, UTMS).
• Proficient in reading and interpreting construction and utility drawings.
• Good interpersonal and coordination skills to liaise with multiple stakeholders.

• Liaise and coordinate with relevant authorities on utility matters.
• Review and interpret utility plans, trial trench reports, and as-built drawings.
• Plan and oversee trial holes, utility detection, and verification works.
• Prepare utility protection and diversion proposals for submission and approval by authorities.
• Submit and follow up on permits, including LTA CORNET, PUB UTMS, and road opening applications.
• Supervise on-site utility works to ensure they are carried out safely and in accordance with approved plans and schedules.
• Ensure full compliance with HDB’s technical and safety requirements for utility works.
• Maintain proper documentation and records of utility drawings, plans, and approvals.
• Coordinate with consultants, subcontractors, and site teams to resolve any utility-related issues.
• Assist in preparing method statements and risk assessments for utility works.
