We are seeking a Utility Planning Engineer/Designer with experience in water and wastewater system planning, design, and modeling. This role goes beyond technical modeling and includes analyzing historical data, preparing system capacity assessments, developing City-level utility master plans, and documenting findings. GIS integration, figure preparation, and clear communication of planning strategies are key components of the position. Knowledge of treatment facilities and pumping infrastructure is an asset.
This position can be based in our Calgary, Edmonton or Saskatoon offices.

QUALIFICATIONS

  • Bachelor’s Degree in Civil Engineering, Environmental Engineering, or a related discipline.
  • 7+ years of progressive experience in municipal water and wastewater system planning, design, and modeling.
  • Expertise with hydraulic modeling software (e.g., WaterCAD, SewerGEMS, InfoWorks, PCSWWM).
  • Proficiency in GIS software for data management, analysis, and mapping.
  • Strong technical writing skills with a proven ability to prepare planning reports and master plans.
  • In-depth knowledge of municipal standards and best practices for water and wastewater systems.
  • Understanding of pump station and treatment facility planning and design principles considered an asset.
  • Experience with QA/QC procedures and multi-disciplinary project delivery.
  • Strong verbal communication skills and ability to present technical findings to clients and stakeholders.
  • Familiarity with AutoCAD and/or Civil 3D is an asset.
  • Experience in Alberta municipal infrastructure projects considered an asset.

Responsibilities
  • Lead the planning and design of municipal water distribution and wastewater collection systems, from conceptual layouts to implementation strategies.
  • Develop utility master plans that support long-term growth and infrastructure investment decisions.
  • Analyze historical system performance and demand data to inform capacity planning, infrastructure phasing, and optimization strategies.
  • Prepare high-quality technical reports, planning documents, and presentations that communicate recommendations to municipal clients and stakeholders.
  • Utilize and calibrate hydraulic modeling tools (e.g., WaterCAD, SewerGEMS, InfoWorks, or similar) to support planning and design.
  • Apply GIS for organizing system data, developing service area plans, and preparing figures and mapping for reports.
  • Collaborate with multidisciplinary teams, municipalities, regulators, and developers to align system planning with broader community objectives.
  • Provide mentorship and technical leadership to junior staff in planning, modeling, and report preparation.
  • Contribute to proposals and business development activities in the municipal infrastructure sector.
