SUMMARY:

The Veteran Program Manager is responsible for managing the delivery of the agency’s response for coordinated services to Veteran clients seeking assistance through Family Self-Sufficiency programs to help attain self-sufficiency, utilizing utility and rental assistance programs. With support from the Senior Director, and Associate Senior Director, The Veteran Program Manager will manage a case load of clients and manage Veteran Case Manger referrals to adult education, employment services, financial education, and the facilitating of life skills classes necessary to achieve assessed goals. Upon assessment, the Veteran Program Manager will provide referrals to education, workforce development, and facilitate financial literacy, as well as meeting client’s basic needs such as food, shelter, and clothing. The Veteran Program Manager will support Family Self-Sufficiency Programs and assist veteran clients in enrolling for SNAP benefits through the Texas Health and Human Services Commission, and other referrals they may qualify for. The Veteran Program Manager will review Case Managers files, ensure agency and grant compliance before submitting to the Associate Senior Director and/or Senior Director for final review, prior to paying out of utility or rental assistance. Duties include but are not limited to case management, program performance, assessing self-sufficiency outcomes, supporting the Associate Senior Director with budget management, file maintenance and compliance, and monthly data reports. Bilingual in English and Spanish is preferred.

MINIMUM QUALIFICATIONS:

  • Education
  • Bachelor’s degree in social work or related field preferred but not required
  • Equivalent experience in social work or case management
  • Experience
  • Minimum of 5 years’ experience in nonprofit setting, with at least 2 years of experience in Social Services and/or Case Management experience with Veterans preferred
  • Minimum of 2 years’ experience in management
  • License and Credentials
  • 21 years of age or older (required to drive)
  • Reliable transportation
  • Valid driver license and clean driving record
  • Valid vehicle insurance
  • Bilingual in English/Spanish preferred

MINIMUM KNOWLEDGE AND SKILLS:

  • Advanced proficiency in Microsoft Office Programs
  • Must be flexible, self-directed, and goal oriented
  • Ability to handle crisis and use problem solving critical thinking
  • Ability to work in culturally sensitive manner with diverse populations
  • Knowledge of HIPPA and confidentiality standards
  • Knowledge of operational procedures of Community Centers or other comparable facilities preferred
  • Must be detail oriented, organized, self-motivated, work well independently and on a team;
  • Must have good written and verbal skills;
  • Must have good critical thinking and problem-solving skills in crisis situations
  • Experience working with and managing volunteers
  • Ability to lift 25 lbs.

Responsibilities


    • This position is responsible for recruitment, hiring and training of all staff under their supervision and will make recommendations for termination of employees.


      • To develop and implement employee development plans for program employees.

      • Manage day to day operations, delivery of services, and oversight of all applicable data integrity, incident reports, staffing, reporting, PQI goals, and logistics to ensure compliance.
      • Execute, based on the agency’s approval, response efforts in providing services to Veterans and their families.
      • Approve transactions and keep track of expenditures, allowable costs for reimbursement, and other fiscal items related to the budget
      • Maintain relationships with external stakeholders based on direction provided by the Associate Senior Director or Senior Director
      • Assist the Associate Senior Director in managing grants, reporting, and reimbursement for allowable costs.
      • Assist with oversight of budget and expenditures within approved limits.
      • Ensure situational awareness by continually assessing circumstances/conditions that affect the agency or clients.
      • Oversee quality of data into appropriate databases and ensure client records are kept up to date based on HIPPA, COA, and other required standards.
      • Provide monthly reporting on deliverables/goals to Associate Senior Director or Senior Director
      • Responsible for intake and assessment of clients to provide direct basic needs and emergency financial assistance or rent or utilities, make referrals for educational services, workforce development, facilitate financial literacy sessions, and other basic needs/resources.
      • Assist the Associate Senior Director and Senior Director with day-to-day management of program operations at the Guadalupe Community Center, related to case management services, including but not limited to assisting clients applying for emergency financial assistance, and administering emergency funding
      • Provide assistance in navigating and applying for resources such as SNAP, housing, or other applicable resources. Eligible services with other agencies such as Texas Health and Human Services, various Veterans programs, and the Texas Pregnancy Care Network.
      • Maintain an active caseload of clients to include follow up visits, meetings, and services.
      • Ensure clients qualify for assistance per agency and grantor guidelines and its documented in case files.
      • Other duties as assigned by the Associate Senior Director, Senior Director, Vice President of Programs, Executive Vice President, & CEO/President.
