THE REQUIREMENTS

  • Bachelor’s degree in civil engineering, industrial engineering, construction management or telecommunication engineering (advanced degree preferred).
  • Professional engineering status.
  • Minimum 15 years of experience in the design and development of linear projects and a deep understanding of rail design and construction.
  • Proven experience in large project leadership roles.
  • Exceptional analytical and collaboration abilities, ensuring the successful development and delivery of the project within scope, budget, and schedule.
  • Exceptional communication and stakeholder management skills, with the ability to influence and collaborate effectively at all levels of the organization.
  • Being fluent in both Canadian official languages is desirable.
  • Strong problem-solving and decision-making abilities, with a focus on innovation, creativity, and continuous improvement.
Responsibilities

THE ROLE

Reporting to the Chief Project Management Officer, the Vice President, Engineering will lead and direct the development of engineering strategies, standards and specifications across all engineering disciplines, providing technical expertise and responsible for technical specifications (the Subject Matter Experts group). Areas of expertise include geotechnical, bridges, tunnels, earthworks, track, stations, including design and constructability, rolling stock and rail systems.

THE RESPONSIBILITIES

  • Provide strategic direction and leadership for all engineering aspects of the project.
  • Oversee all the engineering aspects of the railway system, including geotechnical, all civil works, constructability, tracks, power and electrical systems, signalling, traffic control, telecommunications, RAMS, commissioning and integration with rolling stock.
  • Build and lead a team of engineers, architects, and other professionals to ensure project goals are met within budget and schedule.
  • Collaborate with Cadence, the Private Development Partner (PDP), for the planning and design of the various components of the rail system, including tracks, signaling, communication systems, power supply, and control systems, to ensure seamless operation and optimal performance.
  • Work closely with Operations & Maintenance team to make sure engineering solutions meet their requirements.
  • Work closely with Systems & Interfaces team to provide technical solutions through all disciplines to ensure a safe and reliable design that integrates all requirements.
  • Develop and execute comprehensive project plans, budgets, schedules, and resource allocation strategies to meet project milestones and deliverables.
  • Ensure compliance with all relevant regulations, codes, and standards related to rail engineering.
  • Develop and manage cost estimates for the engineering activities, including cost estimation, tracking, and control measures.
  • Review technically the PDP proposals and operating solutions and provides technical advice to the PDP, based on Design Vision and Desing Guidance.
  • Assess acceptability of design issues and risks prior to the approval of design development transition to the next project stage.
  • Implement quality assurance measures to ensure that the rail, engineering, and integration work meets industry standards and project requirements.
  • Drive innovation and sustainability initiatives within the engineering scope, incorporating best practices and new technologies.
  • Build strong relationships with key stakeholders to ensure alignment and support for project objectives.
  • Manage and mentor a team of professionals, providing guidance, support, and training to enhance their skills and capabilities. Foster a collaborative and high-performing team culture.
