TITLE: Vice President, Human Resources, Equity and Risk and Chief People Officer STATUS: Full-time, exempt REPORTS TO: President PRIMARY PURPOSE & POSITION SUMMARY Reporting to the President, the VP/CPO will serve as the University's senior administrator responsible for advancing a people-centered culture aligned with the University's mission, values, and strategic priorities. The VP comprehends the critical synergies among human resources, justice, equity and inclusion, compliance, risk management, and organizational effectiveness essential for fostering a thriving people and relationship-centered culture. In addition, the VP/CPO will have responsibilities that report to the Chief Operating Officer, particularly related to institutional risk assessment and progress on strategic priorities. As the Chief People Officer (CPO) at Dominican, this position will be instrumental in cultivating a culture of belonging, accountability, engagement, and organizational effectiveness for our employees. The incumbent will provide leadership in three primary areas: People and Culture, Justice, Equity and Inclusion, and Risk and Compliance, ensuring alignment and collaboration across people-centered functions of the University. The successful candidate will be critical in advancing our culture as a Catholic, Hispanic-Serving Institution and continuing to drive progress on our equity and inclusion goals outlined in our strategic plan. In addition, the candidate will bring a desire and expertise to build a collaborative, institutional framework for Risk and Compliance with the COO. An early priority in the first two years will be to revise our faculty and staff handbooks in partnership with other senior leaders and governance representatives. The direct reports of the VP/CPO include: Chief Diversity Officer (who currently oversees Title IX) and the Executive Director of the Office of People and Culture. The successful candidate will finalize the organizational structure for this new unit. PRIMARY RESPONSIBILITIES Strategic Leadership * Culture: Develop visionary, strategic goals for the unit to support ongoing development of a climate and culture agenda benefiting all Dominican employees. * Communication and Analysis: Establish robust campus communication channels to reinforce and sustain cultural strategies and goals. Lead data-driven analysis and communication that informs decisions impacting faculty and staff. * Collaboration: Create an environment focused on collaboration and cooperation within the unit, and with university wide partners to champion policies, initiatives, and an inclusive and equitable work environment. * Shared Governance: Work collaboratively through appropriate shared governance committees and structures to develop and refine related policies. Update and communicate policy changes in a timely. Work closely with staff and faculty leadership to foster engagement, seek input on university policies that may impact employees, and improve communication and morale. * Advisory and Governance: Guide the President, COO and senior leadership regarding complex human resource, compliance, and risk issues, including employee relations issues that may involve the universities outside legal counsel, and guide organizational structure and development. Support committees of the Board of Trustees and serve on multiple internal committees. Represent the unit on the Cabinet and Strategic Planning and Policy Committee of the University. * Academic Partnership: Partner with the Provost and Deans to align faculty personnel-related procedures with organizational best policies and practices. * Team Development: Provide strong and empowering leadership within the unit, maximizing the potential, expertise, and professional growth of the staff members. * Culture of Accountability: Foster a university culture that stresses accountability, collaboration, problem-solving, and continuous improvement at all levels of the university to create a shared responsibility for a healthy work environment. Talent Management * Provide strategic oversight of competitive recruitment, selection, onboarding, retention, compensation, benefits, workforce planning, and employee development processes, focusing on fair access, opportunity, and advancement. * Build streamlined, centralized processes and tracking systems related to recruitment and retention of staff and faculty, modeling a continuous improvement practice and focus on strategic plan goals. * Systematize onboarding and ongoing orientation processes to cultivate a welcoming and inclusive work environment for all employees. * Cultivate an enriching employee experience with a focus on attracting and retaining employees with a passion for the mission of Dominican University. * Analyze problems and partner with managers and supervisors to develop creative solutions to complex human resource and workforce issues. * Champion employee retention and institutional succession planning through effective onboarding, engagement strategies, professional development, and performance management. * Foster a culture of continuous learning, emphasizing growth, development, internal advancement, and talent mobility opportunities. * Provides leadership for meeting our hiring and current employee needs related to complex immigration issues and procedures Workplace Culture Management * Fosters a culture of accountability, diversity, equity, inclusion, belonging, trust, recognition, and engagement for all employees. * Responsible for institutional strategies aimed at maintaining a healthy workplace culture, including employee communications, engagement, and relations. * Proactively drives effective employee communications while maintaining a solid pulse on staff morale, sentiments, and concerns. * Interrogate workplace culture components and organizational barriers that impede individual effectiveness in a manner consistent with the university’s values. * Work in collaboration with the Vice President for Mission and Ministry to center mission in the community and support comprehensive mission integration. * Build a culture of change management to help university leaders address the needs of a complex and changing workforce. Justice, Equity, and Inclusion * With the leadership of the Chief Diversity Officer, provide strategic leadership for Dominican’s JEI work, driving institutional initiatives that promote justice, equity, inclusion, and inclusive excellence across all operational facets. * Provide leadership for the institutional work to foster an inclusive and supportive work environment, enhancing employee engagement, satisfaction, and retention. * Promote cultural competency, inclusive leadership development, and an anti-racist workforce to support the needs and aspirations of our students. * Provide leadership for the institutional equity goals, and monitor progress towards strategic plan metrics * Oversee the ongoing campus climate assessment * Oversee the truth, racial healing and transformation restorative practices * Collaborate with Student Success and Engagement to advance student-facing justice, equity, and inclusion partnerships and initiatives. * Collaborate with Academic Affairs and the Provost's Office on faculty recruitment, development, retention, climate, and inclusive excellence efforts. Risk and Compliance * Provide leadership to build a risk and compliance strategy and framework, including Title IX, institutional risk assessment, mitigation, and comprehensive risk management frameworks across the university. * Oversee Title IX reporting processes, compliance activities, training initiatives, and grievance inquiries/investigations. * Oversee employee relations, workplace conflict resolution, grievance inquiries, and investigations * Ensure institutional responses to discrimination, harassment, retaliation, and compliance concerns in an equitable and transparent manner. * Maintain robust compliance reporting, case management systems, and deliver comprehensive compliance training programs. * Promote accountability, integrity, transparency, and full policy administration compliance across all administrative levels. * Work collaboratively with the Provost and the Faculty governance body on policies and compliance procedures outlined in the faculty handbook. Benefits and Compensation * Work closely with the Senior Vice President for Finance and Administration to balance and prioritize personnel changes, benefits, and compensation planning yearly within the overall university budget. * Direct the design and administration of a competitive and equitable total rewards program encompassing compensation, benefits, and wellness. * Collaboratively with the SVPFA, work closely with healthcare brokers to establish comprehensive healthcare benefits that are cost-effective, sustainable, and meet the needs of employees. * Ensure regular market trends analysis and external compensation benchmarking are regularly completed remain competitive in attracting and retaining talent. * Ensure equitable salary administration guidelines, and operational processes for salary-related decisions for offers and promotions are in place. Human Resource Operations * Lead continuous improvement efforts within the units and data management, ensuring efficiencies and effectiveness in processes and procedures. * Implement and advance technology solutions supporting HR, tracking, and compliance functions to enhance overall institutional effectiveness. * Oversee data management of all employment records, compliance case files, and ensure the timely completion of internal and external reporting requirements. * Provide leadership to the HR and operational teams, fostering teamwork, collaboration, and an unwavering commitment to compassionate service. * Ensures strategies and resources are available to meet and current employee needs related to complex immigration issues and procedures * Ensure staff in the unit are responding in a timely manner to questions and concerns from across the university * Ensure that all policies are compliant with federal, state, and local guidelines. MINIMUM QUALIFICATIONS * Master’s degree in Human Resources, Business Administration, Organizational Leadership, Higher Education Administration, or a related field. * 10+ years of progressively responsible leadership experience with measurable success in HR, compliance, risk, and/or equity and inclusion work. * Strong, current knowledge of HR best practices and employment laws, compliance, and risk management frameworks. * Ability to develop and implement comprehensive culture strategies to effectively manage organizational change. * Highly developed communication and interpersonal skills, diplomacy, sensitivity, and the proven ability to exercise judgment, discretion, and strict confidentiality. * Proven ability to build positive relationships, collaboration, and trust with diverse institutional stakeholders. * Demonstrated institutional experience in diversity, equity, and inclusion (JEI) initiatives, and knowledge of best practices. * Strategic thinker and effective communicator with demonstrated experience in generating results within a diverse community, as well as experience working across departmental silos to achieve university goals. PREFERRED QUALIFICATIONS * Prior leadership experience in higher education. * Experience in human resources (direct leadership, or supervision of a unit related to HR) * Senior professional certifications (e.g., SHRM-SCP, SPHR), Title IX, compliance, or risk management certification, or a legal background. * Experience leading and making strategic decisions in a shared governance environment. * Experience in a senior leadership role overseeing multiple employees and/or functions.
