POSITION SUMMARY

Reporting to and under the general guidance of the CEO, the Vice President (VP) of Programs serves as a key member of the organization’s Executive team and is responsible for the oversight of outcomes, staff, and budget, and leadership of a range of teams focused on programmatic design and implementation. The VP is expected to be a highly collaborative and skilled leader experienced in nurturing and building high performing teams, designing high impact programs, and executing on key operational and strategic priorities. This includes proactively pursuing new funding opportunities to build long-term, sustainable programs that have a measurable impact in all communities we serve. In addition, this position will develop strategic departmental annual plans with KPIs and guide external relationships as it relates to business development and strategic partnerships with external partners including industry associations and other private sector related organizations. The VP will specifically oversee programs design, implementation and fundraising across both private and public sourced grants as well as those integrated with federal funding and will oversee multiple programmatic facing teams that support the design and execution of programs and fundraising including teams that interface with private sector and industry groups, targeted populations and education and training partners.

JOB REQUIREMENTS

• Master’s degree in non-profit management, organizational development, business administration or related field.
• Six to eight (6-8) years managerial experience in a non-profit or governmental setting.
• Minimum 10 years’ experience program planning and implementation, operationalizing strategies, goals and change management.
• Demonstrated ability with grant writing, developing, and achieving robust strategic goals and objectives with KPIs.
• Strong communicator, effective relationship builder, results-oriented that provides vision and leadership to fulfill organizational mission.
• Management experience in personnel management and oversight of multi-million-dollar budgets.
• Managing, motivating and leading large, multi-functional teams with multiple management-level direct reports.
• Intentionally incorporates inclusive leadership principles and has a demonstrated commitment to equity and inclusion.
• Strategic and operational planning and execution of programs
• Outstanding written, verbal, and presentation skills.
• Takes ownership for work and demonstrates autonomous, yet highly collaborative leadership capabilities.
• Proficiency in a Microsoft Office environment; utilize spreadsheets, analyze data, create high quality PPTs and performance monitoring reports as needed.

FUNDAMENTAL REQUIREMENTS

• Bachelor’s degree in non-profit management, organizational development, business administration or related field.
• 10+ years of related managerial experience in a non-profit or governmental setting.
• Strong track record of mentoring and managing senior level staff.
• PMP or Lean Six Sigma.
• Salesforce or other CRM tool experience.

Programs Development & Oversight

• Responsible for developing and implementing multi-year fund departmental plans that provide the necessary financial resources to achieve SDWP’s strategic goals, including providing organizational leadership in the area of fundraising, management and development of leadership and staff, implementation of best practices and directing all aspects of fundraising for the non-profit arm of the organization.
• Works closely with community partners, businesses, and government to develop the funding and resources necessary to sustain SDWP’s non-profit programs aimed at improving the lives of San Diego County and City’s communities.
• Responsible for reporting to the Boards and other stakeholders on performance, health, and key updates on programs with direct responsibility.
• Ability to blend funding across funding streams and types to launch, sustain, and grow long term initiatives related to population specific interventions and in partnership with other departments.

Fundraising and Fiscal Management

• Leads responsibility for generating leads to secure long term, sustainable grant opportunities to grow and develop programs, including multi-year private and public grants, fee for service opportunities, and other strategies to build long term funding streams to support the service delivery system and initiatives related to specific populations.
• Ability to lead large, multi-million-dollar programs in a complex, fast paced environment.
• Stewards resources toward the highest and best use, with a focus on getting as much funding as possible into the community through direct programming, the career centers and/or service provider network, and directly to customers through training and supportive services.
• Responsible for aligning training investments and program strategies with strategic plan.

Data and Impact Orientation

• Ability to identify and leverage latest research on San Diego’s labor market and on specific sectors, industries and populations and provide direction and vision for how the service delivery system and interventions must evolve to meet the everchanging needs of the San Diego economy.
• Evaluating training provider, staff, and other partner contracts and performance to ensure funding is aligned with outcomes.
• Ability to understand and report on impact of portfolio, including proactive assessment of how work is impacting different demographic groups and return on investment of specific programs and projects.

External Partnerships

• Act as a reputable and reliable liaison with external partners, fostering mutually beneficial relationships to support programmatic initiatives including serving on relevant Boards.
• Creates, represents and fosters strong external partnerships in areas related to the workforce system and other networks and leaders driving and funding solutions related to interventions.
• Builds and maintains relationships with a range of external stakeholders from private industry groups to foundations, non-profits and foundations.
