This role is responsible for strategically overseeing the Group's technology portfolio, ensuring alignment with organizational priorities and driving delivery assurance. The VP will shape, monitor, and orchestrate the strategic technology and digital investment portfolio, enabling effective execution and measurable business outcomes. Operating in a fast paced environment, the role will also lead group wide technology governance, optimize resources across diverse subsidiaries, and unlock the full potential of Dubai Holding's digital capabilities. Key Accountabilities Operations Develop and enable process improvements, champion standards, and ensure operational health across the group. Develop, monitor, and control the group wide annual IT operating and capital budgets, ensuring strategic investments align with the overall digital strategy. Engage with a range of business and technology stakeholders involved in all aspects of Portfolio Planning and Delivery, with a focus on flawless execution and value creation. Facilitate the process for submission and approval of Technology Investment Business Cases, ensuring appropriate funding and benefits tracking at the portfolio level. Produce management information (MI) and reporting, managing portfolio wide interdependencies, risks, and issues. Oversee the operational allocation of technology resources across the group and its business verticals, optimizing the delivery of technology initiatives in collaboration with Senior Executives. Develop and maintain the strategic governance framework, ensuring compliance with IT controls and standards. Manage key risks and controls, ensuring they remain within the Group's tolerance levels. Establish and track key performance indicators (KPIs) and metrics to measure the success and impact of technology initiatives and investments. Oversee relationships with key technology vendors and service providers, ensuring contractual obligations are met and the organization receives optimal value from its investments. Implement and manage a comprehensive risk management framework for technology initiatives, ensuring potential risks are identified, assessed, and mitigated effectively. Ensure all technology initiatives and operations comply with relevant regulatory requirements and industry standards. Serve as a key spokesperson for the organization's technology strategy, both internally and externally, effectively communicating the vision, progress, and impact of technology initiatives. Lead and shape the group wide portfolio of business technology initiatives, working closely with Heads of Business Technology, Senior Business, and Technology Executives to ensure strategic alignment and execution. Facilitate and drive change by shaping, monitoring, and defining a strategic technology and digital portfolio of investments across the group and its business verticals. Partner with Data and AI to identify disruptive trends early and work with business leaders to launch, incubate, and scale new digital business models. Build and enhance strategic governance and portfolio management capabilities within your team and across the organization, ensuring overall technology capability and manpower planning. Lead the organization's digital transformation efforts, ensuring that technology initiatives support the transition to digital first operations and enhance customer experiences. Drive a culture of innovation, agility, and continuous improvement within the technology teams and across the organization. Forge strategic partnerships with industry leaders, academic institutions, and other organizations to stay ahead of technological advancements. Leadership Identify disruptive trends early and work with business leaders on launching, incubating, and scaling these into new digital business models. Develop and enable process improvements, champion standards, and ensure operational health. Mentor and develop a high performing team, fostering a culture of professional growth and excellence. Who We Are Looking For Experience 18+ years of experience in a similar role. Experience in a federated structure with matrixed leadership responsibilities. P L leadership experience. Demonstrated experience in strategic technology governance and portfolio management of a complex, diverse business technology portfolio. Solid knowledge of emerging technologies and the ability to apply these in service of the company's key business goals. Experience leading complex, major change initiatives; demonstrated skills in change management. An entrepreneurial mindset with the ability and interest to pursue new business opportunities. Education / Professional Certifications Master's degree in Computer Science or a related field. Technology leadership for high profile, complex organizations. Proven business partnership at the Executive Level. Strong self and social confidence and tenacity; polished and persuasive communicator and presenter. Ability to build engagement through diverse teams and collaborative working. Strategic mindset to envision the future and translate it into tangible strategies. Fluency in English required; Arabic language proficiency advantageous.
