JOB SUMMARY:

To coordinate the maintenance and optimization of the City’s Video Management System (VMS), ensuring efficient operation, enhanced security and compliance with industry standards. To coordinate and assist with policy writing, developing standards, troubleshooting, user support and system upgrades to maintain high service levels and system reliability.

YOUR APPLICATION MUST DESCRIBE YOUR QUALIFICATIONS AS THEY RELATE TO:

  • Post-secondary education in Security Management, Public Administration, Business Administration, Law Enforcement Studies, or another relevant discipline that supports governance, policy development, and operational oversight of security technology systems.
  • Experience with enterprise-level video management systems (e.g., Milestone XProtect) in a complex Information Technology infrastructure.
  • Experience in network and server configuration, recording and storage solutions, and operational configuration, including creating rules, defining alarms, deploying system options, system monitoring, and reviewing log files.
  • Experience performing camera firmware upgrades.
  • Experience with enterprise-level video management system recording servers, including Husky Video Devices and other VMS platforms.
  • Familiarity with Video Management System Smart Wall configuration, and the use of Milestone Mobile Server, setting up Smart Client, and integrating smaller, remote XProtect installations with a central XProtect Corporate site using Milestone Interconnect.
  • Strong knowledge of camera configuration, including understanding image complexity and how it impacts video storage.
  • Understanding of RAID configurations as they relate to recording server storage solutions.
  • Familiarity with integration of intercom systems and access control systems.
  • Basic networking knowledge, including IP address assignment and VLAN configuration.
  • Knowledge and strong aptitude with physical security systems, including DSC intrusion alarms and CCURE 9000 access control.
  • Ability to create, review, and implement system policies, standard operating procedures, and technical documentation to support compliance, operational consistency, and system optimization.
  • Ability to conduct system audits, identify compliance gaps, and recommend corrective measures.
  • Strong analytical skills to assess system performance, troubleshoot incidents, and identify efficiency improvements and the ability to test and validate new features or updates in a controlled environment prior to production deployment.
  • Skilled in gathering and analyzing operational data to inform policy changes or system upgrades.
  • Strong verbal and written communication skills for preparing policies, technical procedures, user guides, briefing materials, preparing and delivering training content, conducting presentations, and providing guidance to system users at all organizational levels.
  • Ability to work collaboratively with technical teams, security operations staff, vendors, and management.
  • High attention to detail and accuracy in a security-sensitive environment.
  • Excellent organizational and time-management skills to balance multiple priorities.
  • Must be available to respond to emergencies or other work situations beyond the regular working day, often on short notice, including evenings, weekends, and statutory holidays.
  • Possession and ability to maintain a valid Province of Ontario Class “G” driver’s licence is an asset.
  • Additional training or coursework in Video Management Systems (VMS), physical security technology, or project management is an asset.
  • Possession or active pursuit of a professional designation preferably in security management such as Certified Protection Professional (CPP) or Physical Security Professional (PSP) is an asset.
  • Axis Certified Professional and Milestone Certified Integration Technician (MCIT) certifications are considered an asset (or willingness to obtain within a defined timeframe).
Responsibilities
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Monitors the VMS for performance and security issues, ensuring all cameras and recording devices are functioning correctly.
  • Performs routine maintenance and updates on VMS software and hardware to ensure optimal performance and security.
  • Assists with the integration, configuration and coordination of new cameras and video equipment, ensuring proper setup and integration with existing systems.
  • Diagnoses VMS issues by performing thorough system checks, analyzing logs and collaborating with technical support teams to identify and resolve hardware and software malfunctions.
  • Coordinates and supports users by addressing their inquiries and resolving basic issues related to the VMS, ensuring they can effectively use the system.
  • Documents maintenance activities, incidents and system performance metrics, maintaining detailed and accurate records.
  • Tests new features and updates in a controlled environment before full deployment, ensuring they function correctly and do not disrupt operations.
  • Coordinates various projects, such as system upgrades and expansions, to ensure successful implementation.
  • Conducts regular security checks to ensure video data is protected against unauthorized access and ensures compliance with City of Toronto policies.
  • Prepares and processes highly confidential documents and investigative reports related to security breaches, code violations, security investigations and audit results, possibly resulting in disciplinary action and/or termination against staff.
  • Prepares and administers confidential documents and data related to labour relations matters such as labour disruption planning and human resources activities, exercising judgment and discretion, and provides testimony as required.
