JOB SUMMARY:

The Vice President, COO Care Delivery is accountable for the performance of a large complex regional delivery system and is an accountable leader for the market ancillary, hospital, utilization management and care without delay services. Delivery system scope includes hospital operations, clinical decision support units, advanced urgent care, regional laboratory and imaging operations, utilization management and care without delay functions including regional case managers, home health, and hospice services in settings that can operate 24/7. The Vice President COO, Care Delivery supports strategic hospital partnerships in support of care delivery that enable Kaiser Permanente to deliver an integrated health experience. This includes oversight of acute and post-acute continuum of services and complex case management. The individual oversees personnel, facilities, patient care experience, capital projects, P&L, access, quality and service. Working in full partnership with WPMG, and the KP Medical Foundation, is accountable for the quality and cost performance of the hospital, ancillary services and care without delay, and ultimately the improvement of member health and achievement of strategic goals. The individual has responsibility for care delivery operations including:

  • Employees: approximately 1,200
  • Annual expense budget: $239M
  • Annual (approx.) capital budget: NA

The Vice President, COO, Care Delivery works closely with WPMG, KP Foundation, and Labor to establish mutual performance expectations based on leading local competitive and national benchmarks and efficiency improvements. These market-leading performance expectations will drive strategy and requirements of operational areas including medical office operations, external provider affiliations and relations, quality and service initiatives and provider contracting. Consistently supports compliance and the Principles of Responsibilities (Kaiser Permanente-s Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to applicable federal, state, and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanente-s policies and procedures.

BASIC QUALIFICATIONS:

Experience

  • Minimum eight (8) years senior leadership in an integrated delivery system, inclusive of a broad range of responsibilities.

Education

  • Master’s degree in business or healthcare required.

ADDITIONAL REQUIREMENTS:

  • Accomplishments in the transformation of complex operations, strategy, market development, operations and finance.
  • In depth knowledge and experience in delivery system operations, facility planning, clinical service line and business development.
  • Successful experience working in partnership with physician leaders in the provision of care, management of operations, and strategy development.
  • Demonstrated leadership in hospital operations management
  • Experience leading in a union environment
  • Proven ability to make performance based business and strategic decisions
  • Strong analytic and problem solving skills
  • Decisive action oriented leader

PREFERRED QUALIFICATIONS:

  • In-depth knowledge of and experience in quality oversight, and accreditation and regulatory compliance is preferred.

Responsibilities

ESSENTIAL RESPONSIBILITIES:

  • Working in partnership with the WPMG, KP Foundation, and other physician leaders, accountable for the operation of the delivery system - including design, budget, oversight of operations and performance, clinical quality, access, member experience, affordability, process improvement and profit/loss.
  • Ensure access to services exceed member expectations - location, hours of operations, wait times and convenience.
  • Optimize capacity and productivity to continuously improve affordability.
  • Implements processes and standards that result in the highest quality outcomes.
  • Ensure 24/7 access to appointments, advice and emergency/urgent services
  • Ensure continuum of care through oversight of provider contracting and monitoring the quality, affordability, access and services provided by outside providers
  • Seamless integration of ancillary and support services to meet member needs
  • Ensure optimal delivery of pharmaceutical services in retail sales and clinical management
  • Develop and implement integrates capital plans and budgets
  • Works with Quality and Regulatory leaders to ensure compliance with applicable requirements, including federal, state and local laws and regulations pertaining to licensure, quality improvement/assurance, fire inspection, emergency preparedness, and other safety measures.
  • Directs the activities of Continuum, Ancillary, and Hospital leaders on quality, access, financial and service delivery performance.
  • In partnership with WPMG physician leaders is responsible for ensuring contracting and performance services provided by contracted hospitals, physicians and other outside service providers.
  • Serve as a designee of the Regional President as needed.
