Description CITY OF COFFEYVILLE WATER DISTRIBUTION UTILITY WORKER I Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION To assist in the performance of a variety of skilled and semi-skilled tasks related to the repair and maintenance of the water distribution system; and to provide technical assistance as a member of a utility crew. DISTINGUISHING CHARACTERISTICS This is the entry level class in the Water Utility Maintenance series. Incumbents are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are incumbents allocated to other classifications with this series. Since this class is an entry level class, employees may have only limited or no directly related work experience. SUPERVISION RECEIVED AND EXERCISED Receives immediate supervision from Water Distribution Foreman, Water Distribution Lead Foreman or Director of Water Services. Exercises no supervision. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Important responsibilities and duties may include, but are not limited to, the following: Essential Functions: Assist in the performance of water system construction and maintenance activities; participate in the repair and maintenance of water lines including repairing leaks and taps, and assist in installing water taps. Assist in the maintenance and repair of water valves, fire hydrants, water mains and water meters; repair and replace water meters; locate utility lines and water valves; replace water lines; flush utility lines. Assist in the installation, maintenance and repair water meter boxes; turn meters on and off as required. Assist in the maintenance and repair water pump stations including general appearance. Operate a variety of construction equipment including tractors, trucks, loaders, backhoe and a variety of hand tools; use safety equipment and board machine; perform preventive maintenance on equipment and vehicles; maintain the condition of equipment. Assist in locating underground utility lines and cables including sewer lines prior to excavation. Perform regular testing of equipment and machinery to maintain quality assurance and high performance. Marginal Functions: 1. Respond to and resolve difficult and sensitive citizen inquiries and complaints. 2. Maintain and clean shop area. 3. Respond to emergency situations related to the maintenance and operations of the city's utilities. 4. Perform related duties and responsibilities as required. QUALIFICATONS Knowledge of: Safe handling of traffic in construction zones. Basic methods and techniques of general construction, maintenance, and repair related to municipal water distribution system. . Water treatment, distribution and collection activities. Procedures related to performing water taps. English usage, spelling, grammar and punctuation. Practices and procedures related to setting water meters. Equipment and tools used in the area of work assigned. Occupational hazards and standard safety practices. Pertinent Federal, State, and local laws, codes and regulations. Ability to: Perform a variety of skilled and semi-skilled water distribution maintenance, construction and repair work. Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner. Perform a variety of manual tasks for extended periods of time and in unfavorable weather conditions. Repair water control and pumping equipment. Perform heavy manual labor. Understand and follow oral and written instructions. Communicate clearly and concisely, both orally and in writing. Interpret and apply Federal, State and local policies, laws, and regulations. Establish and maintain effective working relationships with those contacted in the course of work. Follow all safety rules and regulations of the department. Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following: - walking, standing or sitting for extending periods of time - lifting and/or carrying heavy objects - performing heavy manual labor - traveling to various work locations - bending, stooping, kneeling, crawling or standing for extended periods of time - conducting inspections. Maintain effective audio-visual discrimination and perception needed for: - making observations - communicating with others - reading and writing - evaluating status of vehicles and equipment - operating assigned equipment and vehicles - answering questions - speaking in a clear and audible voice - traveling to various work locations Maintain mental capacity which permits: - making sound decisions and using good judgment - communicating clearly - responding to questions. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: No experience is required. Training: Equivalent to the completion of the twelfth grade. License or Certificate Possession of a valid driver's license. Possession of a valid Class B commercial driver's license within 18 months of hire date. Possession of, or ability to obtain, an appropriate, valid Confined Space Training certificate. Possession of, or ability to obtain, an appropriate, valid Trenching & Shoring certificate. Possession of, or ability to obtain, an appropriate, valid Competent Person in Confined Spaces, Trenching & Shoring card. Possession of, or ability to obtain a certificate of completion from the Sacramento State Water Program, “Operation & Maintenance of Water Distribution Systems” or equivalent as determined by management within 18 months of hire date. WORKING CONDITIONS Environmental Conditions: Travel from site to site; field environment; exposure to noise, dust, grease, smoke, fumes, gases, and inclement weather conditions; work around heavy construction equipment. Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for walking, standing, climbing, bending, sitting or kneeling for prolonged periods of time; and operating motorized equipment and vehicles; heavy lifting and carrying; general manual dexterity.
