As a Waste Management Engineer, you will oversee the ongoing contract management for the Calgary Composting Facility, ensuring that the City’s interests are met, both environmentally and financially, throughout the operation of the facility. You will provide in-house subject matter expertise in composting, anaerobic digestion and organics program delivery. Primary duties include:

  • Manage the operational and financial aspects of the Calgary Composting Facility Project Agreement during the Operations, Maintenance and Rehabilitation (OMR) period.
  • Oversee daily activities of the facility operator including the odour management program, equipment monitoring and building maintenance, as well as managing facility wait times, feedstock contamination and residuals.
  • Ensure the facility operator is in compliance with the Shepard Waste Management Facility operating approval, as issued by Environmental Protection Alberta, as well as other applicable provincial and federal legislation.
  • Monitor and assess contractor performance and address issues as they arise, enforcing terms of contracts.
  • Coordinate all aspects of operations at the facility for both Waste & Recycling Services and Water Services, including annual operating and maintenance budgets and development and implementation of annual operations plans.
  • Develop and oversee operational and capital budgets, allocations, and management of annual spending requirements through regular reviews to ensure efficient and correct use of allocated funds.
  • Liaise with members of the public, contractors, City business units, and elected officials to address and resolve issues related to waste diversion programs.
  • Build and foster networks and relationships with internal and external technical experts and operations staff to influence the positive outcomes and adoption of new technologies, approaches, tools, and innovations.

QUALIFICATIONS

  • A degree in Environmental or Civil Engineering or a related Engineering field and at least 8 years of relevant professional engineering experience obtained after receiving your P. Eng. designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work.   • A valid Class 5 Driver’s License (or provincial equivalent) with no more than 6 demerits OR a Class 5 Graduated Driver’s License (GDL) with no more than 4 demerits, and no current charges or suspension pending is required.
  • Experience managing large complex projects and contracts is required.
  • Strong technical knowledge of organics processing systems including composting and/or anaerobic digestion is essential, along with demonstrated knowledge and experience with municipal, provincial, and federal legislations related to waste management.
  • The successful candidate will possess exceptional communication and interpersonal skills, with the ability to build and maintain professional relationships and partnerships.
  • Success in this position requires a strong and collaborative leadership style, with a demonstrated ability to lead change; the ability to effectively communicate on technical, operational and business issues to multiple audiences; political acumen and customer service; strategic thinking, problem solving, decision making and strong project management skills.
    Working Conditions: Office environment with field visits and site inspections as required.
