Request for Proposals (RFP) Design and Construction of Roof Water Catchment System for Potable Water Supply at Camp Kilohana, Island of Hawai‘i Issued by: Girl Scouts of Hawaii Date Issued: October 13, 2025 Proposal Due Date: As soon as possible, with rolling consideration when at least 3 proposals are received Introduction Girl Scouts of Hawaii is soliciting proposals from qualified contractors to design, permit, and construct a roof-based water catchment system at Camp Kilohana (Baldwin Lodge). The system must provide a reliable source of potable water, meeting state and county health standards, and should include recommendations for roof cleaning, gutter installation or improvements, and maintenance to ensure long-term safety and functionality. Scope of Work The selected contractor will be responsible for: A. Design Evaluate the existing building roof structure for suitability of catchment. Develop a system design that includes: Roof cleaning and preparation requirements (safe for potable water collection) Gutters, downspouts, and first-flush diverters Catchment tank(s), including appropriate size, location, and foundation Filtration and disinfection system (e.g., sediment filter, UV, chlorination) Pump and plumbing integration with existing water lines (if applicable) Provide stamped design drawings and specifications. B. Construction & Installation Supply and install all necessary equipment, including gutters, tanks, filters, pumps, and plumbing. Conduct roof cleaning and surface preparation, including any recommended coatings or repairs. Install or replace gutters to optimize water collection efficiency. Connect system to potable water distribution as needed. Ensure compliance with all building, health, and environmental regulations. C. Commissioning & Testing Test water quality to verify potability standards are met. Conduct performance testing of pumps, filters, and storage tanks. Provide training for staff on system operation and maintenance. D. Documentation Provide a full system manual, including maintenance schedule and cleaning guidelines. Deliver warranties for equipment and workmanship. Submit required permits, approvals, and inspection sign-offs. Contractor Qualifications Hold appropriate licenses for plumbing, roofing, and potable water system installation in the State of Hawaii (or relevant jurisdiction). Demonstrate prior experience with similar potable water catchment projects. Carry appropriate insurance (general liability, workers’ compensation). Provide three (3) references. Proposal Requirements Copy of state licenses. Design concept and technical approach. Recommendations for roof cleaning, gutter work, and ongoing maintenance. Preliminary project timeline.
