WHO WE ARE AND WHY JOIN THE WATERLOO REGION MUNICIPALITIES INSURANCE POOL?
In 1998, the Region and the seven area municipalities around the Region formed the Waterloo Region Municipalities Insurance Pool (WRMIP). The WRMIP purchases property damage and public liability insurance on a group basis for these municipalities and manage all their claims and offer risk management services to all members.

REQUIREMENTS:
Education:
- Completion of the Chartered Insurance Professional of Canada (CIP).
- Valid Certified Risk Management (CRM) designation.
- A Certified Engineering Technologist (CET) designation would be an asset.
EXPERIENCE
- A minimum of ten (10) years of progressively responsible experience in the municipal risk management field and/or corporate risk management services.
- A valid MTO class “G” drivers licence and use of own vehicle for occasional business travel is required.
- Experience in planning and administering a comprehensive Insurance and Risk Management Program for large multi-divisional organizations, preferably in a municipal environment.
- Fundamental knowledge of fire and life safety, including the Ontario Fire Code and the Ontario Building Code.
- Negotiation, analytical and problem-solving skills are required. Ability to organize and coordinate these components, classify work required to achieve goals and objectives.
- Thorough knowledge of the principles, practices, and theories of the risk management process, claims process, insurance legislation, Municipal Act, O. Reg. 239/02, case law, and civil law.
- A high level of negotiation and interpersonal skill is required when dealing with occasionally irate or angry public regarding claim settlements.
- Effective leadership skills, organization, and project management skills.
- Experience with pre-trial’s, trial’s, mediations would be a strong asset.
- Knowledge and efficiency in ClearRisk™ would be an asset.
- Strong interpersonal and written and verbal communication skills.
- Strong presentation and training skills.
- Proven skills in the use of a personal computer and various related business software.
- Strong analytical, interpretation and critical thinking skills.
- Demonstrated customer service and interpersonal skills.
Responsibilities:
- Assist the Risk Management department with analysis and integration of Risk & Loss Control, Corporate Insurance and Risk Management Programs for the WRMIP.
- Develop, coordinate, and conduct risk training programs for internal partners of the WRMIP.
- Conduct special and periodic reviews of the WRMIP members operations, activities, and processes to identify and resolve potential exposures.
- Reviews Special Events, Lessor/Renter Program and evaluates risk components relating to new municipal activities.
- Perform risk inspections, prepare reports of findings, and make appropriate risk analysis recommendations on loss prevention.
- Provide technical risk consultative assistance by reviewing plans, COI’s, insurance specifications, contracts, RFP’s, and policies to ensure they meet applicable legislation, rules, WRMIP Standards, and operating standards.
- Respond to inquiries and provide risk & technical advice, recommendations, guidance, and direction to WRMIP members and external consultants.
- Design and implement risk mitigation strategies for loss prevention when trends are detected.
- Plan, facilitate and present Risk Management Seminars on various subjects internally to staff of the WRMIP’s municipalities, associations, Municipal Council and externally to outside professional organizations.
- Participate and assist in any Enterprise Risk Management program including the development and maintenance of the WRMIP ‘s Business Continuity program.
- Assists in the coordination of the WRMIP’s insurance claims process.
- Adjusts and settles claims within assigned limits of authority and in compliance with the WRMIP’s claims administration and litigation manual procedures.
- Assigns bodily injury claims to the Pool’s Claims Investigator and outside adjusting firms as required. Assigns claims to outside legal firms. Coordinates the gathering of evidence for claim defence lawyers from departmental sources.
- Reviews claim incidence with Municipalities’ internal departments to reduce or eliminate severity and/or frequency of future losses.
- Obtains direction and reports to Pool’s Risk Manager on outstanding claim litigation.
- Investigate, negotiate and settle claims for WRMIP member municipalities when required.
- Develop and implement policies, programs and procedures designed to safeguard property assets.
- Assists with the supervision of Pool Staff, with responsibility for assigning and verifying work as required.
- Perform other duties as assigned.
