Modern Technology Solutions, Inc. (MTSI) is seeking a Weapons Lead Program Manager to provide technical leadership and program management support for advanced weapon system development and integration efforts. The ideal candidate will have deep technical expertise, a strong background in aerospace or defense engineering, and a proven ability to lead multidisciplinary teams in a dynamic, mission-driven environment. This position requires a balance of hands-on technical oversight, program management acumen, and strategic leadership to ensure delivery of high-quality solutions that meet cost, schedule, and performance goals. Responsibilities Provide technical leadership, guidance, and oversight for all engineering activities related to advanced weapon systems. Lead multidisciplinary teams to ensure alignment between engineering execution, customer objectives, and program milestones. Manage and direct daily program execution to meet technical, cost, and schedule performance requirements. Serve as the primary interface for internal and external stakeholders, including government customers, subcontractors, and senior leadership. Represent the program and technical team during customer reviews, technical interchange meetings, and senior-level briefings. Develop and communicate the technical vision and roadmap to guide program success. Support and participate in proposal development, contract negotiations, and acquisition planning activities. Allocate and control engineering and program budgets for labor, materials, and services; provide regular status reporting to leadership. Identify and mitigate technical and programmatic risks, implementing proactive corrective actions as required. Partner with Contracts Administration to ensure compliance with all contractual, technical, and regulatory requirements. Ensure program execution complies with Federal Acquisition Regulations (FAR/DFAR) and other relevant DoD policies. Provide mentorship and direction to engineering staff, promoting collaboration, innovation, and continuous improvement. Manage technical priorities, backlog, and resource planning to ensure alignment with program goals. Drive program closeout activities, ensuring all deliverables and documentation are completed accurately and on time. Apply strong systems engineering principles, including requirements decomposition, interface control, and verification/validation planning. Leverage Agile development processes, tools, and methodologies to enhance collaboration and efficiency. Support and uphold MTSI’s mission, values, and culture in all aspects of program execution. Qualifications Minimum of 10 years of experience in aerospace or defense engineering, with significant time spent on DoD weapons or advanced systems programs. Proven success leading complex technical programs or engineering teams through the full program lifecycle (concept, design, test, production, and sustainment). Strong understanding of systems engineering, integration, and test processes. Demonstrated ability to manage manpower planning, technical performance, schedules, and budgets. Knowledge of Agile methodology, program management tools, and engineering processes. Familiarity with FAR, DFAR, RFPs, CDRLs, SOWs, ICDs, and related acquisition documentation. Experience supporting proposal development, cost estimation, and basis-of-estimate (BOE) generation. Excellent communication, leadership, and problem-solving skills. Program Management certification (e.g., PMP, APDP) preferred. Experience with DoDI 5000.02, Information Assurance, and Program Protection Planning (PPP) desired. Education Bachelor’s degree in Engineering or related technical discipline required. A Business degree may be acceptable if accompanied by at least 3 years of direct experience working on DoD engineering or technical programs.
