JOB DESCRIPTION

The State of Connecticut is launching a statewide Digital Accessibility Initiative to bring all websites and digital assets into compliance with federal accessibility standards. This effort will ensure that state services are accessible and equitable for all residents.
This initiative is in the early execution phase and presents a unique opportunity for an experienced Project Manager to lead an enterprise-level accessibility program. The Project Manager will oversee the planning, execution, and governance of remediation activities, coordinating cross-agency teams, testers, developers, and vendors to ensure full compliance with WCAG 2.2 AA, ADA, and Section 508 standards.
The ideal candidate has a strong background in public sector technology projects, enterprise implementations, vendor management, and accessibility compliance. Exceptional skills in stakeholder engagement, change management, and cross-functional leadership are critical to success in this role.

Key Responsibilities

  • Develop and manage enterprise accessibility governance frameworks, remediation timelines, and KPI reporting.
  • Coordinate activities between testers, developers, content teams, agencies, and vendor partners.
  • Track compliance against DOJ and federal accessibility requirements; document risk mitigation strategies.
  • Oversee testing tools, documentation standards, and knowledge-sharing practices.
  • Define and manage project scope, objectives, and deliverables.
  • Develop detailed project plans, schedules, and remediation cycles.
  • Provide regular updates to executive leadership on project status, risks, and milestones.
  • Manage internal resources and external vendor teams, ensuring alignment with SOWs.
  • Identify, manage, and mitigate risks, dependencies, and issues.
  • Drive change management and communications to ensure adoption across state agencies.
  • Organize and facilitate meetings, ensuring effective collaboration and progress.

Required Experience & Skills

  • 10+ years of Project Management experience leading large-scale, high-visibility technology projects.
  • Experience with accessibility initiatives (WCAG, Section 508, ADA compliance) strongly preferred.
  • Proven track record with QA/test-heavy projects and agile teams.
  • Demonstrated success delivering enterprise software and multi-agency system implementations.
  • Strong vendor management experience.
  • Prior experience working with government agencies or public sector organizations preferred.
  • Outstanding written and verbal communication; ability to present complex information clearly.
  • Strong executive reporting, presentation, and stakeholder engagement skills.
  • Ability to lead and hold cross-functional teams accountable in a matrixed environment.
  • Expertise in project management methodologies (Agile, Waterfall, Hybrid).
  • Proficiency with Microsoft Office Suite, PPM tools (e.g., Monday.com), Jira, and Confluence.

Preferred Qualifications

  • Familiarity with public sector workflows, systems, or program administration.
  • IAAP CPACC or PMP certification with accessibility experience.
  • Knowledge of accessibility testing tools (Deque, Axe, conformance tracking, Jira for defects).
  • Bachelor’s or Master’s degree in Business, IT, or related field.
