The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates with the opportunity to work in a dynamic, creative thinking, problem solving environment. This position serves as a WEB developer, performing difficult and specialized professional programming functions supporting the Illinois State Police (DoIT/ISP). In this role you will design and write program specifications and code for complex distributed systems enhancements and new web application development. In addition, you will perform technical and advisory tasks in the areas of design, construction, and maintenance of applications and interview users on distributed and web-based data processing needs and technical studies. This position also maintains, analyzes, recommends, and enhances new procedures and techniques to improve the supported application systems. MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
  • Requires one (1) year of professional experience in Web Services or a related Information Technology field.

SPECIALIZED SKILLS

  • Requires one (1) year of professional experience with web application and distributed system development.
  • Requires one (1) year of professional experience utilizing Object-oriented (OO) programming languages to develop web applications.
  • Requires one (1) year of professional experience utilizing .NET (framework and core), C#.NET, JQuery/JavaScript, and SQL Server to develop web applications.
  • Requires one (1) year of professional experience conducting feasibility studies for system conversions and enhancements.

PREFERRED QUALIFICATIONS (IN ORDER OF SIGNIFICANCE)

  • One (1) year of professional experience with web application and distributed system development.
  • One (1) year of professional experience utilizing Object-oriented (OO) programming languages to develop web applications.
  • One (1) year of professional experience utilizing .NET (framework and core), C#.NET, JQuery/JavaScript, and SQL Server to develop web applications.
  • One (1) year of professional experience conducting feasibility studies for system conversions and enhancements.
  • One (1) year of professional web development experience using Azure DevOps (ADO).
  • Ability to prepare testing plans, test scripts, and test data for new or modified applications.
  • Ability to analyze data logically and exercise sound judgment in defining and evaluating problems of an operational or procedural nature.
  • Ability to gain and maintain effective working relationships with agency officials, associates, vendors, clients, and others.
  • Developed verbal and written communications skills to present technical information to others with clarity and precision.

Responsibilities
  • Under general direction, serves as a Web Developer for the Department of Innovation & Technology (DoIT), supporting the Illinois State Police (ISP), performing difficult and specialized professional web application development work in the Information Services/Applications Section.
  • Performs technical and advisory tasks in the areas of design, construction, and maintenance of applicatons.
  • Interviews and consults with users on distributed- and web-based data processing needs and technical studies.
  • Maintains, analyzes, recommends, and enhances new procedures and techniques to improve the supported application systems.
  • Serves as a resource and contact for users of the web systems, other technical staff, and the ISP help desk personnel.
  • Provides guidance and training to lower-level staff on the proper programming techniques, applications, documentation, standards, and requirements.
  • Keeps abreast of new developments in the Information Technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
