DESCRIPTION

This is a supervisory level position, providing, supporting, monitoring, testing and troubleshooting hardware and software regarding Web Development/Design pertaining to a Local Area Network (LAN) and the Enterprise Virtual Private Network (ENTERPRISE).
An employee in this class works under the immediate supervision of a Senior Network Manager or System Administrator. He/she is allowed some degree of independence in carrying out the duties of the job. Work is reviewed through conferences and appraisal of the project from its inception through final stages.

MINIMUM QUALIFICATIONS

  • A B.S. or B.A. Degree in Computer Science, Computer Information Systems, Information Management Systems, and four (4) years of progressively responsible experience in a web hosting environment.OR
  • An Associate’s Degree in Computer Science, Information Systems or any closely related field and six (6) years responsible experience in a web hosting or related area.OR
  • An Associate’s Degree in Computer Science, Information Systems or any closely related field plus two (2) years experience working in the capacity of a WEB technician.

FACTOR 1 - KNOWLEDGE REQUIRED FOR THE POSITION

Knowledge of departmental rules and regulations.
Knowledge of fundamental operating rules, procedures and advanced computer commands and operations.
Knowledge of web hosting, design, development and the Internet.
Knowledge of Anti-Virus Software, Anti-Spyware Software, and installation of all other types of software including specific website design software like Dreamweaver, FrontPage, Publisher,
Fireworks, Flash, Studio MX, and Adobe Photo Shop
Knowledge of HTML, >ML, >ŒITML, CSS, web, RSS standards-based design.
Knowledge of standard concepts, practices, and procedures within a particular field.
Skilled in the use of computers and related equipment in entering and retrieving stored subject matter and other data.
Ability to read, write, comprehend and follow oral and written instructions.
Ability to communicate with co-workers, end users and ENTERPRISE clients.
Ability to establish and maintain effective working relationships with all persons contacted in the course of the work.
Ability to supervise others and plan and coordinate work activities.

Responsibilities

DUTIES AND RESPONSIBILITIES

  • Provides end users with support for all WEB based Development and Design.

  • Regulates and manages the access rights of government employees who use the government websites. This includes the appearance and the setting up of website navigation.

  • Oversees the updates and maintenance of websites that have been developed.

  • Oversees the work of Web Technicians in the development/design of websites.

  • Oversees content placement.

  • Meets with stakeholders/end users to obtain input on development of websites, inclusive of whether the site will be interactive or information based. Determines whether the online media is to sell product or services for the Government of the Virgin Islands.

  • Receives trouble tickets and handles the trouble call or assigns them to subordinate technicians or fixes the problems with web sites.

  • Closes trouble tickets.

  • Assists in designing or developing websites at times.

  • Utilizes a certain degree of creativity and latitude to get problems resolved.

  • Performs related duties as assigned.

FACTOR 7 - PURPOSE OF CONTACTS

The purpose of the contacts is to determine client’s needs, address trouble calls, fix problems and enter status into a log.
