KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of public works administration, methods, and procedures; and maintenance equipment operations, winter operations, normally acquired through a grade 12 education, plus progressively responsible directly related experience.
• Knowledge of and ability to comply with corporate policies and procedures, maintenance manuals/standards, legislation (e.g., health and safety, hazardous materials, transportation of dangerous goods, highway traffic act, drainage, regional by-laws, municipal act, planning act, clean water, environmental assessment act, employment standards), and collective agreements.
• Ability to keep knowledge related to winter maintenance operations current.
• Problem solving and organizational skills to assess road conditions, prioritize issues, and arrange for corrective action; and organize and coordinate the work of supervised staff.
• Leadership, human relations, and communication skills to advise, supervise, instruct, and train staff in work methods/procedures; act as a witness in Court (if needed); respond to public complaints; and participate as an effective team member.
• Ability to read and interpret reports, instructions, drawings, and technical documents. Ability to write manuals, and correspondences.
• Computer skills with ability to use software such as Microsoft Office, road patrol software, and asset management software.
• Must have a valid Class D driver’s license with Z airbrake endorsement and satisfactory driving record to operate Regional vehicles. Ability to travel within Waterloo Region.
• Ability to participate in an official standby/on-call rotation to respond to legislated or time sensitive demands beyond regularly scheduled work hours.
• Ability to support and demonstrate the Region’s values.

THE ROLE

Supervises night crews performing winter roads maintenance operations. Patrols Regional roads to monitor roadway conditions and operations, and arranges for operations staff to respond to winter maintenance issues.

DUTIES/RESPONSIBILITIES

• Supervises night shift Heavy Equipment Operators, Winter Plow Operators, and other staff as assigned. Administers contracts with contractors for snow lifting activities.
• Patrols roads to monitor quality of work, roadway conditions, and identify hazardous situations/ serious maintenance needs requiring immediate attention that could result in liability claims. Arranges for corrective action. Ensures roads, snow storage areas, and sight-lines are maintained.
• Monitors weather conditions and responds to roads maintenance needs by scheduling/calling in staff.
• Responds to public/police complaints per regular duties and as part of a standby/on-call rotation.
• Enters/updates information and work orders in the maintenance management system related to maintenance repairs and roads infrastructure assets.
• Monitors/maintains salt and sand inventories for winter maintenance operations and places orders, as required.
• Participates with other government agencies for emergency spill response.
• Ensures staff perform equipment safety inspections as required, and maintain yard and workshop areas. Ensures vehicles used by staff and self are properly maintained. Reports building failures/problems to Facilities staff.
• Contacts Regional staff, the Regional Solicitor, and police to provide information on roads activities. Exchanges information with Ministries, area municipal staff, school boards, fire departments, ambulance, health and safety officials, the public, and the media regarding roads maintenance.
• Backs up other Area/Winter Operations Supervisors.
• Performs related duties, as required.
