Description Under the general supervision of a supervisory official in a state department or agency takes the lead or may supervise, organize and assign technical or scientific work, including field and office studies, surveys, inspections or investigations associated with the enforcement of laws and/or regulations and environmental review and control work, organizes and makes tests and reports to assess Environmental impacts to include the physical, natural, and/or human environment and investigates environmental complaints concerning projects; conducts or supervises the processing of contract, grant and/or loan applications; does related work as required. Specific to the Position This position reviews Water Quality Management Plan (WQMP) plan amendments, revisions, and consistency determination applications for completeness and accuracy; coordinates review with other Divisions, state agencies and counties; advises applicants of deficiencies, prepares public notices. Geographic Information System (GIS) skills sufficient to review, analyze and troubleshoot applicant shapefile submittals, ability to layer and analyze multiple layers of Department of Environmental Protection (DEP) GIS data layers in relation to the applicant shapefile, develop project site maps, utilize Geoprocessing tools and analysis tools (e.g., buffer, clip, merge/dissolve, georeferencing, utility network analyst, editor tool, spatial statistics tool). Modernized New Jersey Environmental Management System (NJEMS) capabilities to both enter project data and documents and to search other programs' data and documents. Preferred Skill Set Attention to detail, strong organizational skills, ability to work independently and as part of a team. Familiarity with GIS data analysis and geoprocessing. Ability to develop technically sound, clear, concise well-written documents. Clear and measured communication with members of the public. Requirements EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, Biological Sciences, Environmental Planning, Physical Geography or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering. EXPERIENCE: Three (3) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements. NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience. NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting.
