Description Under the limited supervision of a supervisory official in a state department, institution, agency, or local government agency, performs complex technical or scientific work including field and office studies, surveys, inspections, or investigations associated with enforcement of environmental laws and/or regulations, and environmental review and control work, or organizes and carries out programs/projects designed to study and evaluate environmental impact of specific projects on the environment; organizes and develops tests and reports to assess environmental impacts on physical, natural, and/or human environments; investigates environmental complaints concerning projects; conducts contract, grant, and/or loan processing; may be required to function as a lead worker providing guidance to lower-level Environmental Specialists; does other related duties as required. Specific to Position Position #1: Bureau of Pesticide Control The Environmental Specialist 2 position in the Bureau of Pesticide Control is required to independently perform inspections, investigations, and pesticide complaints as well as create enforcement documents and actions, all of which are maintained in NJEMS. The appointee should have a thorough knowledge of all applicable regulations and accomplish the continuing training requirements for both NJ and the EPA. The position is expected to conduct pesticide swab sampling and vegetation, soil and water sampling to serve as evidence in support of enforcement and court cases. This position is also expected to conduct compliance assistance, audits of commercial applicator and dealer businesses, and work with other regulatory programs and agencies. Position #2: Bureau of Environmental Analysis, Restoration and Standards The Environmental Specialist 2 position in the Bureau of Environmental Analysis, Restoration and Standards is responsible for participating in the development of water quality standards. This work is critical to the functions of the Bureau in establishing by rule the NJ's ground water and surface water quality standards as mandated by the Federal Clean Water Act and prepare reports required by USEPA. This role involves reviewing, analyzing, and interpreting data to determine the appropriate technical approach, conducting calculations, and preparing detailed reports. The position is expected to participate in rulemaking by helping write rules and preparing the related material such as rule proposal and adoption documents, technical reports, and presentations. Additional responsibilities include environmental review, water quality assessment, field studies and surveys, compiling forms and reports. Positions #3 and #4: Bureau of Freshwater and Biological Monitoring The Environmental Specialist 2 positions in the Bureau of Freshwater and Biological Monitoring are responsible for independently performing collection and analysis of water quality samples necessary for freshwater assessment including chemical and biological water quality, continuous monitoring, and HAB response. These positions may be assigned as project managers for the Rivers and Streams program and schedule and coordinate field work. May utilize electronic and computerized equipment for measuring water quality, bathymetry, flow, and geo-positioning. Additional duties include procuring equipment and services and assisting in the evaluation of advanced technologies, performing quality control procedures, assisting with preparation of sampling plans, analyzing and validating results, preparing accurate and informative data summaries, and attending conferences, outreach, and meetings. Field work entails utilizing state vehicles and boats Statewide during all types of weather and year-round. Requirements EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, or Biological Sciences; or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering. NOTE: A valid Professional Engineer’s license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor’s degree in Engineering. EXPERIENCE: Two (2) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements. NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience. NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting.
