Description Under the general supervision of a supervisory official in a state department or agency takes the lead or may supervise, organize and assign technical or scientific work, including field and office studies, surveys, inspections or investigations associated with the enforcement of laws and/or regulations and environmental review and control work, organizes and makes tests and reports to assess Environmental impacts to include the physical, natural, and/or human environment and investigates environmental complaints concerning projects; conducts or supervises the processing of contract, grant and/or loan applications; does related work as required. Specific to the Position This position is responsible for leading or participating in the rulemaking process including developing scientific basis for the numeric/narrative standards, evaluating potential impacts, writing rule proposals, and preparing adoption packages related to rulemaking. The candidate will supervise and provide technical guidance to assigned employees. The candidate will be responsible for identifying high quality waters to establish Category One antidegradation designations, conducting Triennial Reviews, conducting research and water quality studies related to standards development or designated use changes, water quality data assessment, prepare memorandums and reports as well as recommendations to management, address stakeholder questions, serve as subject matter expert for specific aspects of the standard, plan and/or manage environmental studies, projects and grants, prepare scopes of work for projects, meet with stakeholders on standards related discussions, and maintain reports. Requirements EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, Biological Sciences, Environmental Planning, Physical Geography or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering. EXPERIENCE: Three (3) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements. NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience. NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting.
