Background World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children who are marginalized and living in poverty. World Vision International in Vietnam (WVIV) has been funded by 13 support countries in Europe, Asia, the Americas, and Australia. Funding of WVIV consists of sponsorship program funding (70%) and Private Non-Sponsorship (PNS)/grants (30%). WVIV employs about 400 staff, of which 99% are Vietnamese nationals. WVIV is operating in 29 Area Programs (AP) in 4 zones: North 1 (Dien Bien, Ha Noi, Hai Phong), North 2 (Thanh Hoa, Hung Yen, Quang Ninh), Central (Quang Tri and Da Nang), and South (Quang Ngai, Ho Chi Minh, Lam Dong). 2. Purpose of Position The position supports WVIV to maintain high standards of financial stewardship and assist the AP or Project Manager in maintaining the books of accounts and other financial records of the AP or Project & adhering to the financial standards of World Vision financial system to ensure accountability of entrusted funding resources of the AP or Project including Sponsorship funding, Private Non-Sponsorship funding and grant funding. 3. As the AP Finance Officer, you will: Play a critical part in maintaining financial integrity, compliance with WVI policies, and accountability for all funding resources, including sponsorship, non-sponsorship, and grant funding, including: • Financial Compliance, ensure the compliance with WV Policy and Procedure, Field Financial Manual (FFM) and local regulations. • Budget Management and Financial Reports: Assist the AP or Project Manager in planning and developing project budget, complete the monthly financial report, check and verify the Financial System, and update the Manager on the project spending status and pattern. • Data Analysis and Funding Acquisition Support: Perform financial data analysis and provide financial forecast to assist AP/Project Manager, support in additional funding acquisition for AP. • System Administration and Security: Establish and maintain a systematic filing system of key documents, maintain all financial and other records required for audit purposes, and take responsibility for personal security. 4, This role is for you if you have: • Bachelor's degree in finance or accounting; Motorbike driving license is required • Good knowledge of accounting theory and financial statements, and at least three years of experience in finance and accounting, preferably with international humanitarian organizations. • Proficiency in Microsoft Office including Word, Excel, Power Point, Outlook. • Language requirement: Vietnamese: Fully fluent. English: Intermediate 5.
