Position Summary The Youth Housing Program Manager provides day-to-day leadership and supervision for youth housing case management teams delivering rental assistance and housing stabilization services to youth and young adults ages 18–24 experiencing homelessness. This role supports multiple housing program models, including tenant-based rental assistance and supportive housing, and ensures services are delivered in alignment with organizational values, best practices, and applicable program requirements. Reporting to the Youth Housing Director, the Program Manager balances administrative leadership with direct service by maintaining a small caseload. This position serves as a key technical resource for staff, providing hands-on guidance related to housing navigation, landlord engagement, documentation, and housing stabilization. The Program Manager plays a critical role in building staff capacity, supporting program quality, and ensuring youth receive consistent, high-quality, housing-focused case management. This position is based at the VOA Youth Resource Center and includes community-based work with clients and partners as needed. Essential Duties Hire, train, supervise, and support housing case management staff, including providing regular coaching, performance feedback, and professional development. Provide hands-on technical support to case managers related to housing navigation, landlord engagement, lease-up processes, and housing stabilization challenges. Maintain a small caseload, providing community-based case management services, including travel to meet with clients and completion of required services. Support staff in understanding and applying housing program requirements, including documentation standards, rent contributions, inspections, and ongoing eligibility considerations, as applicable to program models. Ensure program compliance with contract obligations, VOA documentation standards, and all applicable funder reporting requirements. Conduct regular individual supervision and team meetings to review cases, address barriers, and support staff skill development. Coordinate intake and referral processes, including timely contact with referrals, completion of intake procedures, and accurate data entry into appropriate databases. Promote a housing-focused, strengths-based, and youth-centered service delivery grounded in Trauma-Informed Care, Positive Youth Development, Harm Reduction, and Motivational Interviewing. Participate in interagency case consultation and collaborate with VOA youth-serving teams and community partners to support client stability, while upholding the agency’s confidentiality policy. Monitor and support accurate data entry in UHMIS and/or other approved databases; provide training and oversight as needed. Participate in the on-call schedule to support after-hours needs. Attend work as scheduled and arrive on time. Perform other duties as necessary or assigned. Relevant education and/or equivalent professional experience in social services, housing, or a related field required; bachelor’s degree preferred. Case Management Certification required or willingness to obtain within 90 days of employment. Demonstrated experience providing housing-focused case management to individuals or families experiencing homelessness, preferably within rental assistance or supportive housing programs. Working knowledge of housing systems, including housing navigation, landlord engagement, lease-up processes, and housing stabilization practices. Supervisory experience in a social service or housing-focused setting, with demonstrated ability to make independent decisions within the scope of position responsibilities. Experience supporting staff who are newer to case management or housing work, including providing hands-on guidance and problem-solving support. Experience supporting budget development, expense tracking, or fiscal oversight within a program setting. Proven ability to develop and implement programs in a community-based setting, with a strong understanding of and connection to local resources. Knowledge and experience in providing services to youth experiencing homelessness, with an emphasis on adolescent development and trauma-informed care. Proficient in Microsoft Office and client data management systems, including UHMIS or similar platforms. Strong interpersonal, communication, and organizational skills, with the ability to build trust with clients, staff, and community partners. Exercise sound judgment in complex situations. Ability to maintain professional boundaries, confidentiality regulations, agency policies and procedures, and interact in a professional manner with a diverse workforce, clients, and the public, Willingness to accept and apply feedback and collaborate with leadership. Obtain CPR and First Aid certification within 30 days of hire. Driving is required: Must be at least 21 years of age, possess a valid driver’s license, maintain a good driving record, and be insurable under the agency’s liability policy. Must be able to pass Utah Office of Licensing background screening and a pre-employment drug screening. Physical Demands and Work Location Ability to lift and carry up to 25 lbs. Ability to move throughout the facility, interacting with clients for extended periods. Work may involve prolonged computer use. This position must be performed on-site due to the need to provide direct client services, including meeting with clients in person, conducting home visits with case managers, and transporting clients to appointments, and other supportive services.
