Job Details Level: Experienced Job Location: Winslow Indian Health Care Center - Winslow, AZ 86047 Position Type: Full-Time Education Level: Bachelors Degree Travel Percentage: Occasionally Job Shift: Day Under the general supervision of the Director of Hoozhogo Iina Wellness Program, the Youth Wellness Manger oversees the Youth Wellness Program and activities. Designs, facilitates, and promotes health promotion and disease prevention for youth at the individual, family, and community level. Collaborates with the community, clinical services, schools, and tribal health programs to carry out the many functions, programs, and activities of existing and other community programs. Manages program budget and supervises staff. Upholds the principles of WIHCC’s Vision, Mission, and Value Statements. Maintains confidentiality of all privileged information at all times. Essential Duties & Responsibilities: Maintains regular attendance and punctuality. Improves staff effectiveness by motivating, coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring, appraising job tasks and results in a timely manner, and approving time sheets. Oversees the supervision of personnel, which includes work allocation, schedules, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Develops measurable performance expectations for assigned staff according to department goals and objectives. Plans, develops and implements health promotion program by using identified community health needs including utilization of existing disease prevention and health promotion activities that is amendable to the public health initiative efforts. Assists the Community Division Leadership with the integration of the Dine Wellness Model and the Navajo Philosophy of the Four Directions for the WIHCC school age programs. Conducts evaluation program and benchmarks with others in the Navajo Nation for comparison; ensures effectiveness and efficiency of program activities. Coordinates and collaborates with WIHCC departments and programs to meet WIHCC Joint Commission standards. Participates in WIHCC Strategic Planning goals and objectives. Ensures established Policies and Procedures for the department are reviewed and updated every year or as necessary. Assists with the Division of Community Health Services, community health assessments and analysis and recommends changes for health promotion goals and objectives to meet health needs of the communities and schools. Provides technical assistance to Youth Wellness team in meeting goals and objectives. Participates in Navajo Area Health Promotion goals and objectives. Attends and participates in Navajo Area Health Promotion meetings. Attends WIHCC meetings, i.e., Department Heads, Strategic Planning, Improving Organizational Performance Teams, and partner programs and ensures staff participation. Identifies community stakeholders to work toward meeting the health and educational needs of Navajo Coordinated Approaches to School Health the communities in collaboration with Health Promotion staff, including Public Health Nursing and others addressing public health issues. Provides quarterly reports on program activities to the Division of Community Health Service leadership. Requires completion of tasks or duties assigned by a supervisor. Upholds all principles of confidentiality and patient care to the fullest extent. Adheres to all professional and ethical behavior standards of the healthcare industry. Adheres to WIHCCs Personnel Policies and Procedures, departmental policies, rules, and regulations. Maintains compliance with all Human Resources requirements. Performs other duties as assigned. Qualifications Minimum Qualifications: Bachelor’s Degree in Public Health or any health related field. Master’s degree preferred. Three years’ experience in a variety of health promotion programs. Two or more years of supervisory experience required. CPR certified. Bilingual skills in English and Navajo language preferred. Must maintain a valid unrestricted and insurable driver’s license. Must successfully pass a background investigation and maintain suitable requirements for a Child Care position. This position is considered as a Child Care position, which requires a satisfactory background check investigation and is subject to the requirements of the Indian Child Protection and Family Violence Prevention Act, as amended (henceforth referred as the ICPFVP Act). Knowledge, Skills, Ability Knowledge of health care delivery systems to effectively utilize available resources. Knowledge of human behavior, and coping mechanisms and ability to facilitate groups and defuse stressful situations. Knowledge of health promotion techniques and programs. Knowledge of strong work ethics in the workplace. Knowledge of basic application of confidentiality. Knowledge of basic computer skills, e.g. Outlook, Word, Excel, PowerPoint and computerized IHS RPMS package. Knowledge of Joint Commission Standards and how they apply to Community Health measures. Skills in providing leadership and direction to coordinate community resources to address the WIHCC and NAIHS/HP goals and objectives for the pediatric population. Ability to formulate and implement Health Promotion goals and objectives to meet the needs of the pediatric population served. Ability to delegate, evaluate and control program resources and to recognize and adapt to changing situations and priorities. Ability to be dependable in attendance and job performance. Physical Demands: While performing the essential functions of this position, the employee is regularly required to walk, sit, use hands to finger, handle, or feel objects and equipment, reach with hands and arms, and communicate effectively by talking and hearing. The employee must occasionally lift and/or move objects weighing up to 50 pounds. Work Environment: Work is performed in an office setting or outdoor work environment with moderate noise levels. Work environment may involve exposure to physical risks, such as blood borne pathogens, hazardous chemicals, or operating potential dangerous equipment, and requires adherence to all safety protocols. Required work schedules may include evening, weekend, overnight shifts, extended hours, or irregular schedules and rotation as operational needs dictate. As required by P.L. 93-638, absolute preference will be given to qualified Navajo applicants. If there is no qualified Navajo applicant, preference will be given to qualified American Indian applicants.
