ABOUT US

The Office of Service Efficiency (“the Office”) was established in 2015 to develop and implement a regulatory reform and modernization agenda in Nova Scotia. It began its work with a focus on reducing barriers to doing business in Nova Scotia and has since expanded its scope to include other groups, including physicians and citizens.
It delivers on its mandate through its work in three primary areas: 1) by providing an independent assessment of legislative proposals, regulatory proposals, and process changes to evaluate alignment with best practice as outlined in the Charter of Governing Principles for Regulation, which includes measuring the financial impact of individual proposals and initiatives for costs or savings 2) improving service provided by government to support compliance with legislation, regulation, and governmental processes and 3) working with partners, including government partners, in aligning legislative and regulatory approaches and processes.
Our work to improve and modernize Nova Scotia’s regulatory environment is an important contributor to the province’s broader economic strategy and the Office has been nationally recognized for its work.

PRIMARY ACCOUNTABILITIES

Some of the primary accountabilities in this role include:

  • Leading the application, implementation and review of the best practice tools, systems and processes, government-wide, to accurately and consistently measure compliance burden as part of assessing the impact of legislation, regulation, and process changes to the province.
  • Conducting best-practice research on trends, impact analysis, systems, processes and tools as well as assessing user and Office needs to plan and lead the management and updating of the Impact Assessment Application Tool.
  • Prepare and present Impact Assessment Reports, briefing materials, and policy advice for senior leaders, including the deputy minister.
  • Leading and providing in-depth subject matter expertise and support to departments and agencies in understanding complex issues and developing potential strategic solutions to reduce or prevent business burden.
  • Developing and delivering a training program on best-practice principles and Impact Assessments across government departments.
  • Collaborating with inter-departmental teams on long-term projects that required in-depth impact analysis. This requires developing and maintaining subject matter expertise in current and emerging regulatory issues.

In this role you will report to the Executive Director, Regulatory Reform and Partnerships

QUALIFICATIONS AND EXPERIENCE

This may be the right opportunity for you if you have a Degree in Law, Masters of Public Administration, or related discipline, or an equivalent combination of training and experience, along with 2 years of experience working in an analytical and strategic development role.

To be successful within this role, you must also:

  • Have strong analytical skills to conduct in-depth analysis of government proposals and initiatives.
  • Have the ability to balance priorities in a fast-paced team environment and undertake a variety of diverse tasks that involve a wide range of subject areas.
  • Be able to adapt to a dynamic work environment and strategize approaches to meet the needs of unique proposals and projects.
  • Be able to work under pressure, to meet tight deadlines when priorities may compete or when immediate results are required by senior decisionmakers.
  • Possess exceptional oral and written communication and presentation skills.
  • Have in-depth working knowledge of Microsoft Office software.

While not required, it is considered an asset if you have previous experience in:

  • Regulatory analysis.
  • A regulatory, business, or legal environment.
