Under the administrative direction of CARB, the Executive Officer, and the Deputy Executive Officer for Planning, Freight and Toxics, the CEA B plans, organizes, and directs the work of AQPSD programs and staff; formulates policy and policy recommendations; acts as part of the Executive Staff in the identification of issues, formulation of policies, and development of strategies to best meet program objectives; and represents the Board in negotiating issues related to air quality plans and regulations with industry, federal, state and local agencies and the general public.
The CEA B will plan, organize, and direct the work of a multi-disciplinary professional and technical staff involved in the technical underpinnings and policy development of air quality plans to meet federal and state requirements; coordinate with the U.S. Environmental Protection Agency (U.S. EPA), state and local agencies; develop and implement regulations for sources including consumer products, aviation, and smoke; evaluate air emissions from new and existing sources at both the regional and community scales; analyze air quality data; oversee economic analyses in support of agency programs; and incorporate environmental justice and diversity, equity and inclusion principles into the Division’s activities.
The CEA B will also participate in the formulation of administration policies, represent the Executive Officer in matters relating to the program and operations of the Division; and prepare budgetary estimates and recommendations. The CEA B will select and train staff and evaluate their performance and take appropriate action or make recommendations; appear before legislative committees; address interested stakeholder groups; and prepare and review various documents.

Working Conditions
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
