Description

Under the administrative direction of CARB, the Executive Officer, and the Deputy Executive Officer for Planning, Freight and Toxics, the CEA B plans, organizes, and directs the work of AQPSD programs and staff; formulates policy and policy recommendations; acts as part of the Executive Staff in the identification of issues, formulation of policies, and development of strategies to best meet program objectives; and represents the Board in negotiating issues related to air quality plans and regulations with industry, federal, state and local agencies and the general public.
The CEA B will plan, organize, and direct the work of a multi-disciplinary professional and technical staff involved in the technical underpinnings and policy development of air quality plans to meet federal and state requirements; coordinate with the U.S. Environmental Protection Agency (U.S. EPA), state and local agencies; develop and implement regulations for sources including consumer products, aviation, and smoke; evaluate air emissions from new and existing sources at both the regional and community scales; analyze air quality data; oversee economic analyses in support of agency programs; and incorporate environmental justice and diversity, equity and inclusion principles into the Division’s activities.
The CEA B will also participate in the formulation of administration policies, represent the Executive Officer in matters relating to the program and operations of the Division; and prepare budgetary estimates and recommendations. The CEA B will select and train staff and evaluate their performance and take appropriate action or make recommendations; appear before legislative committees; address interested stakeholder groups; and prepare and review various documents.

Working Conditions
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

Desirable Qualifications

  • Managerial experience and demonstrated leadership, creativity and sound judgement in directing a group of multi-disciplinary professionals to implement complex and sensitive programs.
  • Experience successfully managing projects and staff in a matrix organizational structure, including working across organizational units, and accomplishing project objectives within schedule and budget.
  • Experience formulating and implementing sound policy recommendations that integrate technical engineering, scientific, economic, environmental and legal considerations, including knowledge of the State rulemaking process.
  • Well-developed interpersonal skills and the ability to communicate effectively both orally and in writing.
  • Knowledge and expertise in the policy issues and challenges associated with developing and implementing air quality plans and a variety of control measures for emissions sources and program areas, including, but not limited to climate change and greenhouse gases, criteria pollutant, air toxics, diesel particulate matter risk reduction, and air toxics.
  • Detailed knowledge of how state and federal government’s function, including knowledge of state budget, human resources, Equal Employment Opportunity and other administrative processes.
  • Experience establishing and maintaining effective working relationships with senior representatives of local air districts, U.S. EPA, regulated facilities, environmental groups, the Legislature, media organizations, and government agencies.
  • Experience fostering an inclusive workplace where diversity and individual differences are leveraged to meet the organization’s mission.
  • General understanding and awareness of multicultural protocols and sensitivity to cultural differences.
  • Ability to exercise discretion and diplomacy in sensitive interactions with stakeholders.
