QUALIFICATIONS

Education and Experience:

• Bachelor’s degree in Civil Engineering and minimum 3 years’ related experience in transportation planning, development application review, modelling and network analysis, or an equivalent combination of education, training and experience
• Registration or eligibility to register as an Engineer-In-Training (EIT) or Professional Engineer (PEng) with EGBC
• Experience in planning and design of local to regional transportation and transit projects; and/or roadway geometric design including complete streets and active transportation
• Experience in conducting transportation studies, data analysis and corridor reviews

Knowledge, Skills and Abilities:

• Sound knowledge of engineering practices, design principles, active transportation design guidelines and theories related to transportation and corridor planning
• Working knowledge of City by-laws, transportation policies, land development processes, infrastructure planning and design, and policy development.
• Strong analytical skills and a demonstrated ability to anticipate and manage multiple interacting and technically complex issues
• Strong time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
• Ability to understand conflicts, broader urban planning context, engineering considerations and weigh trade-offs, to arrive at a pragmatic defendable recommendation while exercising sound judgment and discretion
• Strong written/verbal communication and presentation skills with a demonstrated ability to communicate complex technical problems in a clear and visual manner

• Proficiency in the use of spatial analysis software (GIS) is an asset
• Proficiency in the use of software applications such as AutoCAD and Auto turn is preferred
• Familiarity with multi-modal transportation modelling in a variety of software such as VISUM, VISSIM and Synchro is an asset

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. MAIN PURPOSE & FUNCTION

The Transportation Planning Engineer supports the planning of local and regional transportation networks within the City of Vancouver, with an emphasis on planning for improved walking, cycling, and transit and goods movement. The position also supports the analysis and development of various corridor planning exercises working with various stakeholders. This work includes interpreting transportation guidelines, data and model outputs as well as considering transportation policies, other citywide and regional strategies, and urban planning context. It also includes presenting and documenting concepts to senior staff and other stakeholders.

SPECIFIC DUTIES & RESPONSIBILITIES

• Supports the transportation planning for the City of Vancouver to meet the needs of residents and businesses over a long and short-term horizon at a citywide, community and corridor level and advances specific projects with a focus on walking and cycling and transit
• Reviews, conducts and delivers transportation studies, analysis and reports
• Conducts data analysis, modelling and associated reporting of the transportation network
• Prepares conceptual designs for various corridors and related cost estimates
• Present complex technical work to a broad technical and non-technical audience using visual presentations, memos and other communications material.
• Draft Scope of Work (SOW) for various corridors studies and modelling requirements
• Participates in public engagement events related to transportation projects or policies, including engaging residents about the benefits of proposed improvements
• Acts as a liaison with other departments and outside agencies such as TransLink and MOTI
• Reviews and provides comments/input on major development projects within Vancouver and region as required
• Assists in the review and comments on Regional Transportation Advisory Committee and Transportation Planning Subcommittee’s materials for briefing City representatives and senior staff
• Keeps current on emerging transportation planning trends and guidelines
• Assists in the preparation of Council reports and prepares and delivers technical presentations to the public and external agencies
• Manages consultant contracts and supervises junior branch staff including work plans
• Other duties/responsibilities as assigned
