Description
As a Procurement Officer II, you will employ proper procurement strategies to ensure compliance with regulations as required by Washington State, Federal law, and Port policies and procedures, with proven contracting processes. You will guide internal and external customers regarding the procurement of consulting services, including environmental, community-based grants, and federal grant-funded type contracts. In addition, you will also support goods, personal, and purchased services. You will review and evaluate scopes of work, independent cost estimates, milestones, funding, and schedules while ensuring the planning encompasses the Revised Code of Washington (RCW) and federal law to identify and mitigate procurement as well as contract management risks. You will lead the solicitation process from start to finish, including managing the selection process and coordinating and facilitating meetings with key stakeholders. You will develop procurement objectives in terms of competition and price and create solicitations including Terms and Conditions and appropriate evaluation criteria. You will coordinate and prepare procurement and contract documents with multiple project team members with an emphasis on speed without compromising quality. You will manage multiple contracts including collecting and monitoring required contractual documents. You will actively participate in the Port’s process improvement efforts including Standard Operating Procedures (SOP), template, and guidance document improvements. Experienced – You have two (2) years of experience in procurements, grants, and/or contract development. Desired – We hope you have experience negotiating terms and conditions with a consultant, and/or a professional certification from the National Institute of Government Procurement (NIGP) or Universal Public Procurement Certification Council (UPPCC).
