1. Operationalize an internal learning and certification paths for citizen developers (leveraging Microsoft learning and supplementing with any needed custom learning)
2. Create supplemental content and support citizen development ideation and solution creation
3. Develop and operationalize the citizen developer framework and success measures/KPIs
4. Facilitate readiness review of the technical governance, environments and infrastructure
5. Create the framework and structures for citizen developers to get support as necessary
